Hi friends and neighbours,

Happy Pride Month and National Indigenous History Month!

Bill C-22, which I’ve mentioned here before, is currently being studied by the Standing Committee on Public Safety and National Security, and is a hair breadth away from passing. It requires backdoors to be created in encrypted communication tools like Signal (who have rightly said they’d rather withdraw from Canada than compromise the safety of their systems), mandates that Canadian digital service providers store metadata on all Canadians for at least a year, and even opens the door to Canadians’ data being handed over to the US government without Canadian due process.

Metadata can sound tame, but it’s actually incredibly powerful. Service providers might not store a recording of your phone call or the contents of your text, but they’ll store who you spoke to, when, for how long, on what device, and where. Over the course of a year, this paints an incredibly complete picture of your life; deployed across an entire nation, it is the wholesale destruction of our fundamental right to privacy. Similar mandatory retention schemes have been repeatedly struck down in Europe, and the US also does not have a federal data retention law.

Many civil liberties groups as well as large tech companies have all come out against this bill. You know things are dire when not just Signal but also Apple and Google and Meta, the US House Judiciary & Foreign Affairs committee, the Canadian Chamber of Congress, the Canadian Civil Liberties Association, the Internet Society, and Citizen Lab all agree that something is bad.

Please write and call your MPs to oppose Bill C-22, particularly if you’re in a riding represented by one of the ten MPs on the Standing Committee on Public Safety and National Security. You can also sign the petition started by MP Jenny Kwan to withdraw this bill.

Beyond Bill C-22, two local groups that are doing great work at the intersection of technology and civil liberties are Technologists for Democracy, who are rallying citizens to push back against wanton encroachment of tech into our daily lives that we didn’t consent to, and Tech Workers Coalition Canada, who are mobilizing tech workers for collective action in their role as labourers. Both groups are near and dear to my heart. Technologists for Democracy have their monthly volunteer meeting coming up next Wednesday, and TWC Canada hosts virtual coffee calls every Sunday (and is having a one-year retrospective social later in the month).

It’s easy to be nihilistic about the surveillance state we already live in and regard further erosion of our rights as inevitable, but that’s only true if we don’t do anything about it.
