GovPossible Updates 8/18/25 - SC License Rebalancing
Licensing & Tax: SC License Rebalancing
Hello everyone! I’m happy to share that the new rules for license rebalancing are up and available!
As a reminder, the state requires that every two years we rebalance what businesses get charged which class rates. Businesses that have become, on average, less profitable than two years ago are moved to a lower class, effectively having their rates lowered. Those who have become relatively more profitable move to a higher class.
You can access the rebalancing process from the menu, under admin:

..and then click on the ‘SC Rebalancing’ Menu Item:

Each of the steps are listed in the dropdown. For example”: ‘Move licenses with NAICS 21 to License Type 3’. The page shows the description for that NAICS category and below it lists the licenses that are under that category.

Review and confirm those licenses should belong to the NAICS class and then click the ‘Apply All’ button. The licenses listed will be set to renew to the new license type.
Rebalancing Forecast
We also have a report that forecast’s next years collections after rebalancing, based on the reported revenue for businesses this year. Under reports, select ‘Forecasting’ at the bottom:

If there are multiple reports available, select the ‘MASC 2025 Changes’ Forecast:

You can look at it by month or by license type:
