The Viroqua Public Record: October 17, 2026
It's budget season in Viroqua — I walk you through the 2027 draft budgets hitting the Council, Library Board and Fire Department, plus landfill bids, two construction pay requests with no dollar figures attached, a closed-door Emplify Health land deal, and a week packed with committee meetings.

The Big Takeaway
It's budget season, and nearly every board in town is working on 2027 numbers at once. The Common Council's October 13 agenda included reviewing the 2027 draft operating budget and authorizing its publication — the step that puts the spending plan in front of the public before it's adopted [1]. The Library Board takes up its own 2027 draft budget on October 22 [7], and the Fire Department sits down with the Towns of Franklin, Jefferson and Viroqua on October 28 to go over a proposed 2027 budget and capital projects [8]. If you've ever wanted a say in what your city tax bill pays for, the next three weeks are when the decisions get made. One caution: we're working from agendas here, not minutes, so we know what councilors planned to discuss on the 13th — not how they voted.
Money Watch
• No dollar figures are listed on any of these agendas. That's worth saying plainly, because several items involve real money and the amounts simply aren't published in advance.
• Two construction pay requests come before the Public Works Committee on October 20: request #11 for the Center Avenue project and request #12 for the Hanson Farm project [4]. These are periodic payments to contractors as work gets completed. Amounts aren't named in the agenda. - The landfill project is moving toward construction. Public Works was scheduled on October 13 to approve going out to bid — meaning contractors submit competing prices — along with an easement agreement for site access, which also went to the full Council [1][3]. - The 2025 audit was on the Council's October 13 agenda, presented by Johnson Block & Associates [1]. An outside audit is the once-a-year check that the city's books match reality. - Payment of bills was handled by the Finance/Personnel Committee and the Council, as it is every cycle [1][2]. No totals in the agendas. - Emplify Health and the Viroqua Business Park: the Council scheduled a closed session to discuss an early access agreement tied to a property purchase there, plus a sign review process [1]. Closed sessions are legal for property negotiations; any action has to be taken back in open session afterward.

The Quick Rundown
• Shared Ride Taxi, 2027. The Council's agenda included possible action on exercising contract options for the Shared Ride Taxi service for next year [1]. For residents who don't drive — or don't drive at night — this is the item to watch.
• Two land splits near the city line. The Plan Commission meets October 21 to review certified survey maps from Lisa Andresen and from Timothy and Beth Lee [6]. Both are "extraterritorial," meaning the land sits just outside city limits but within the area where Viroqua gets a review say before a parcel is divided.
• Public safety ordinances. The Public Safety Committee has discussion with possible action on public safety ordinances on October 20, along with operator license approvals (the licenses bartenders and servers need) and updates from the police and fire departments [5].
• Library endowment. The Library Board will discuss, with possible action, creating an endowment through the Community Foundation of Southern Wisconsin — a permanent fund whose earnings support the library year after year [7].
• A new library social media policy gets its first reading on October 22, and the board will also decide whether to move its November and December meeting dates — worth noting if you were planning to attend [7].
• Opioid grant. Library programming staff will walk the board through an opioid settlement grant agreement with David Anderson [7]. The agenda doesn't spell out what the money funds.
• Ambulance coverage. Chief Chad Buros has a "City Mutual Aid Ambulance Update" on the agenda for the October 28 meeting with the three surrounding towns [8]. Mutual aid is the arrangement where neighboring departments cover each other's calls.
One More Thing
Tucked into the fire department's agenda for its meeting with the towns is a line item simply called "2% Funds" [8]. It's one of the oldest quirks in Wisconsin municipal finance: the state collects a tax on fire insurance premiums written by out-of-state companies, then sends that money back to the local departments protecting the insured buildings. Viroqua's share has to be spent on firefighting — equipment, training, prevention. So every time a Viroqua homeowner pays a fire insurance premium, a sliver of it may loop back around to the station on Nelson Parkway.
