☕ XOXO, VC Tea — $475M Quantum Bet, $50M for AI Medicine & Flock’s 270-Person Reset

☕ XOXO, VC Tea 👑

October 12, 2026 | Sand Hill Road's Daily Digest

Hey Upper East Siders and Sand Hill Road regulars: today’s seating chart has quantum physicists chasing utility-scale computers, medtech regulators trying not to become the bottleneck, and a $600 million biotech fund planting flags across Asia. Meanwhile, privacy blowback and a satellite-spectrum spat are reminding everyone that even a mammoth balance sheet cannot buy public trust. Keep those cap tables close, darlings.

💰 Fresh Checks, Please

ORATOMIC: $475M for neutral atoms

On October 8, Oratomic announced $775 million in total funding since launch; SiliconANGLE reports $475 million of that is a Series B, following a $300 million Series A in July. ARCH Venture Partners, Spark Capital, Khosla Ventures, Index Ventures, General Catalyst, and Bezos Expeditions co-led the financing. The Pasadena startup is building fault-tolerant quantum computers from reconfigurable neutral-atom arrays—an extremely expensive way to make physics everyone’s problem. [SiliconANGLE, Oratomic]

SCARLET: $50M to speed up AI-medtech certification

London-based Scarlet, a certification body for AI and software medical devices, raised a $50 million Series B led by Headline; Notion Capital joined, alongside existing backers Atomico, Creandum, Kindred Capital, and Entrepreneurs First. Scarlet plans to expand in the U.S. and Asia-Pacific and add reviewers and engineers. Its bet: make the approval layer move at something closer to software speed. [Tech.eu/Scarlet]

🧭 New Funds, New Maps

TCGX opens a $600M Asia biotech lane

TCGX closed an oversubscribed $600 million Asia Life Sciences Fund I, separate from its U.S.- and Europe-focused vehicles, and is opening offices in Shanghai and Hong Kong. Managing partner Dandan Dong will lead its Asia activity. This is a fresh regional mandate, not a rebranding of the old fund with a new passport. [Fierce Biotech]

PSV Tech closes €56M for Nordic pre-PMF bets

The Denmark-rooted fund closed Fund II at €56 million to back founders across the Nordics before product-market fit. PSV says it has already made 19 investments from the vehicle, including 11 in 2026 that have not yet been announced. Apparently, a quiet pipeline can still be a very busy one. [Tech.eu/PSV]

🎭 The Drama, Naturally

Musk vs. Ambani: Starlink’s India launch gets personal

Elon Musk escalated his public dispute with Reliance chair Mukesh Ambani, mocking him as India’s “prime minister” and alleging that he was blocking Starlink from competing. India’s Communications Ministry rejected the discrimination claim, saying Starlink and two other licensed satellite operators were at broadly the same regulatory stage and still undergoing security reviews. A billionaire accusation is not proof of favoritism, but it is certainly a loud way to ask for spectrum. [TechCrunch/Starlink]

Flock’s privacy fight reaches the org chart

A new chapter in the surveillance company’s privacy backlash: Reuters reports that Flock is reducing its workforce by about 18%, or 270 employees, through a voluntary buyout program, with departures scheduled for the end of October. Flock says it was a voluntary separation program, not a layoff. The article also notes that several police departments have let contracts lapse over privacy and civil-liberties concerns. 🗣️ Four Investor Voices, Four Different Edges

Helle Uth: back founders before the evidence is tidy

PSV Tech general partner Helle Uth says that even as technologies and markets change, founders still need investors willing to “take the first risk alongside founders.” Her fund’s pre-product-market-fit focus is a vote for conviction before the metrics arrive. [Tech.eu/PSV]

Dandan Dong: local science, global ambition

TCGX Asia managing partner Dandan Dong says the firm wants to help promising regional biotechs “realize their potential on a global scale.” The thesis is not just that Asia has science; it is that capital and operating networks can help those companies reach worldwide markets. [Fierce Biotech]

Nancy Xiao McLaughlin: regulation should enable, not stall

Headline partner Nancy Xiao McLaughlin calls Scarlet an “AI-native market enabler,” arguing that certification should work with innovation rather than against it. She joins Scarlet’s board after Headline led the round—a regulatory bottleneck is now an investment thesis. [Tech.eu/Scarlet]

Samir Kaji: early investors are not always the right late-stage ones

Allocate co-founder and CEO Samir Kaji argues that a seed-stage GP may be less helpful once a company reaches a Series C or D, when it needs shareholders suited to that phase. At some valuations, he says, early investors should consider selling rather than automatically buying more. That is a stage-fit argument, not a universal rule. [X/Samir Kaji, Allocate]

📉 The Bottom Line

Capital is chasing hard bottlenecks, not just shiny demos

Quantum hardware, AI-medical-device certification, Asian biotech, and Nordic pre-PMF companies are all attracting dedicated capital. The common thread is a specific technical or market bottleneck—not a generic promise to sprinkle AI on a slide deck. [SiliconANGLE, Tech.eu/Scarlet, Fierce Biotech, Tech.eu/PSV]

The AI capability gap is a go-to-market problem now

Andrej Karpathy argues that casual chatbot users and technical professionals using frontier models for coding can experience very different products. He labels his population estimates “napkin math,” not measured data. The Hacker News thread had 504 points and 733 comments at this morning’s scan. Founders who assume customers see what their engineers see may be pitching into a very different reality. [X/Andrej Karpathy, Hacker News]

Today’s lesson: the capital is still arriving, but it is targeting specific bottlenecks—hardware, certification, geography, and stage-fit. And in AI, if your users see a chatbot while your engineers see an autonomous coding agent, you are selling two different products to two different realities. Mind the gap, darlings.
