WHYY News investigation revealed Philadelphia Gas Works CEO Seth Shapiro left the value of Phillies-paid trips off required state ethics filings

Event: October 6, 2026 Location: Philadelphia, Pennsylvania Jurisdiction: Philadelphia Abuses: Undisclosed financial conflicts of interest

On October 6, 2026, WHYY News reported that Seth Shapiro, CEO of the city-owned Philadelphia Gas Works, accepted Phillies-paid trips to the team's spring training sponsor event in Clearwater, Florida, each year from 2022 to 2025 while approving the utility's advertising with the team, which topped $1 million from October 2022 to November 2024. His Pennsylvania statements of financial interests for those years omitted the value of the trips and other hospitality gifts, as the state Ethics Act requires. After WHYY contacted the State Ethics Commission, it asked him to amend his 2025 filing, which then valued that year's Phillies trip at $2,500 and listed a $4,200 trip paid by pipeline company Enbridge; he did not amend the three earlier years.
