Guardian investigation reveals Office of Refugee Resettlement funneled over 90% of new unaccompanied migrant children into unlicensed Texas shelters

Event: September 18, 2026 Location: Texas Jurisdiction: Federal Abuses: Denial of due process in immigration enforcement

Nearly 80% of unaccompanied migrant children given new immigration court cases in July 2026, and over 90% in August 2026, were placed in Office of Refugee Resettlement shelter networks in Texas -- up from under half in June -- according to a Guardian investigation published September 18, 2026 drawing on court-record analysis by researchers at bklg.org. Legal representation for these children is markedly lower in Texas than the already-low 31.7% national rate, running as low as 8.7% in San Antonio, 17.2% in Houston, and 18.6% in El Paso, in a state that does not license ORR shelter facilities. ORR has also sought contracts for new "emergency influx" facilities of up to 3,000 beds despite its shelter network operating at about 27% capacity, prompting advocate warnings of a coming mass child-apprehension buildup.

Cobb County schools superintendent removed Toni Morrison's 'The Bluest Eye' from district libraries without the parent-complaint review Georgia law requires

Event: September 18, 2026 Location: Marietta, Georgia Jurisdiction: Cobb County School District Abuses: Censorship of protected expression

On September 18, 2026, Cobb County School District Superintendent Chris Ragsdale announced at a school board meeting that Toni Morrison's novel "The Bluest Eye" was being removed from every middle and high school library in the district, citing graphic descriptions of child sexual abuse he said students could encounter without parental knowledge. Georgia's 2022 book-review law requires removals to begin with a parent or guardian's formal complaint followed by committee review; Ragsdale said the book was flagged to him by an educator, not a parent, and that he and his executive cabinet made the removal decision themselves. It is the district's 37th book removal since 2023 and its first of 2026.
