Marshall Project investigation revealed ICE held children and families in hotels where relatives and lawyers could not find them

Event: October 8, 2026 Location: Texas and other undisclosed hotel locations Jurisdiction: Federal Abuses: Denial of due process in immigration enforcement, Denial of counsel, Unlawful detention

On October 8, 2026, The Marshall Project reported that U.S. Immigration and Customs Enforcement has been holding immigrant children and families in hotels and office holdrooms outside its formal detention facilities, in places lawyers call "black boxes" where relatives and attorneys often could not locate them. Families described guards in the room at all times, poor access to food, and a warning that children would be taken away if a parent disclosed where they were held. ICE's own May 2026 court report counted 86 children held in hotels for more than 72 hours in February and March 2026, and the federal judge overseeing the Flores settlement ordered in April that ICE stop placing minors in hotels except for brief stays in transit.
