This Week's Big Picture

This was the week Tesla stopped previewing the next act and started running it. Optimus left the demo stage and entered a real production line in Fremont. Cybercab stopped being a concept count and became a 463-unit commercial fleet in Texas. And NHTSA proposed rewriting lighting rules so a car without a steering wheel or pedals is not a paperwork error. The stock ran with that shift: TSLA climbed from $354.72 on Monday to a $386.47 high on Thursday before settling near $372 into the weekend.

The arc was autonomy meeting factory capacity. Monday (β–Ά Episode 639 Β· 2026-10-19) opened with more than 260 Cybercabs added in Austin last month while regulators reviewed school-zone speeds. By Thursday (β–Ά Episode 642 Β· 2026-10-22), Fremont's old Model S/X floor, cleared in 46 days, was an Optimus line, with Musk targeting 20,000 robots a week by the end of 2027. Energy moved in parallel: Bulgaria broke ground on its first Tesla-equipped battery storage park, and Fort Bend County approved up to 35 years of tax breaks for a $10 billion solar factory Tesla has not committed to yet.

Cars still paid the bills. Model Y was the world's best-selling EV through August with 748,088 sales β€” more than double the BYD Song/Seal U β€” Giga Berlin built 7,000 in a single week, and Tesla widened its lead in the U.S. and Europe as gasoline prices supported demand. The market is pricing a factory network that makes cars, robots, tunnels, trucks, and grid batteries, with a regulator finally writing rules for the vehicle that has no driver.

Stock Watch

Monday's snapshot was $354.72, down $7.72 (2.1%). Then three green sessions: $368.06 Tuesday (+3.8%), $373.71 Wednesday (+1.5%), and $386.47 Thursday (+3.4%) as Optimus production and Cybercab sales talk hit the tape. Friday faded to $370.60 intraday (-1.1%) after the Fort Bend package landed without a site commitment. The weekend print sat at $372.22, off 0.6% on the day.

Net for the week: about 5% off Monday's level, with a midweek high roughly 9% above the open. The climb tracked Optimus, Texas Cybercab registrations, and the NHTSA proposal. The fade tracked gaps Tesla did not fill β€” no freight customer for The Boring Company's new container truck, no locked solar site, and no ownership-model details for Cybercab sales. Those are why $386 did not hold.

Top Stories

1. Optimus production begins in Fremont

Tesla converted former Model S/X floor space and started building Optimus to production standards for the first time. Musk's target is 20,000 robots a week by the end of 2027, with the Tesla AI5 chip due in the robot by April 2027. He hedged in the Q3 shareholder update: output will ramp slowly, about 10,000 details still need fine-tuning, and early units are for industrial, high-risk, repetitive work. A hard unit target plus a long caveat list is how Tesla talks when a product has left R&D and entered the painful middle. β–Ά Episode 642 Β· 2026-10-22

2. Cybercab fleet hits 463 as Tesla eyes year-end sales

Tesla added 43 Cybercabs to the Texas commercial fleet, bringing the Tesla Robotaxi LLC count to 463 after two early prototypes were excluded from the main tally. Third-party trackers pulling older permit records show 465; the commercial entity is the one that matters. Austin's robotaxi geofence grew by eight square miles to 272, and Austin remains the only U.S. city running wheel-less Cybercabs in ride-hailing, with the service now in six cities on Model Y and Cybercab. Tesla plans to start selling Cybercabs by the end of 2026 under limited ownership models. Fleet first, retail later. β–Ά Episode 643 Β· 2026-10-23 Β· β–Ά Episode 645 Β· 2026-10-25

3. NHTSA moves to clear barriers for wheel-less AVs

A proposed FMVSS 108 update would drop manual lighting-control requirements for vehicles designed solely for automated driving and add optional cyan ADS marker lamps so other road users can see that no one is driving. Combined with the school-zone speed review, it is the clearest federal signal yet that purpose-built robotaxis are leaving the exemption era. Comments are open before the language is finalized. For Tesla this is the difference between scaling Austin under special permissions and selling a vehicle that is legal as designed. β–Ά Episode 644 Β· 2026-10-24

4. Energy: Bulgaria's first Tesla BESS park and a $10B Texas solar bet

Asarel Trade and Power Profit broke ground on Bulgaria's first Tesla-equipped battery storage park. In Texas, Fort Bend County approved a four-part incentive package covering up to 35 years of tax breaks. Equipment and inventory would be exempt for the first ten years starting as late as 2031, then 90% refunded for twenty more. The $10.1 billion split is $1.52 billion real property and $8.6 billion personal property. Tesla has not committed to Richmond and is still weighing an out-of-state alternative, which is why the market treated this as an option, not a win. β–Ά Episode 641 Β· 2026-10-21 Β· β–Ά Episode 643 Β· 2026-10-23

5. Model Y still owns volume β€” and Semi is finally in volume

Model Y recorded 748,088 global sales in the first eight months of 2026, more than double second-place BYD Song/Seal U. It led South Korean domestic sales even as Korean auto exports fell 5.5%. Tesla extended its Europe EV lead in September while Chinese brands took plug-in hybrid share, and it pulled further ahead in the U.S. as gasoline prices supported demand. Giga Berlin ran 24/5, built 7,000 Model Ys in one week, and is evaluating a new hall. Tesla also started Semi volume production with a $2.8 billion AI-component commitment. The car business is not the growth story. It is the cash engine. β–Ά Episode 641 Β· 2026-10-21 Β· β–Ά Episode 644 Β· 2026-10-24

Elon Watch

Musk's Optimus remarks were the week's primary-source signal, ambitious and hedged in the same breath. Twenty thousand units a week by year-end 2027 is a factory claim. Pairing it with a slow ramp, 10,000 open details, and AI5 by April 2027 is how he gets the robot priced as a product line without pretending the million-unit factory is ready. Early applications stay industrial.

He is also the through-line on Cybercab sales by the end of 2026 and on the Roadster, still a 2028 car, with a Rocket variant off public roads and a center display that now shows a 5,500 PSI thruster gauge. Quieter, but consistent: Tesla iOS app 4.62.3 added X Money, expanded the FSD purchase flow, shipped iPad layouts, and switches wording between "Self-Driving" and "Assisted Driving" by region. The car, the robot, and the wallet are one stack.

Competitor Corner

BYD remains the volume foil and is not catching Model Y β€” Song/Seal U sold less than half as many units through August. In Europe, Chinese brands expanded plug-in hybrid share even as Tesla widened its pure-EV lead, a split that matters if regulators keep treating PHEVs as a transition product. High U.S. gas prices were a tailwind Tesla did not have to manufacture. Legacy automakers did not land a headline that changed the week.

Trend Watch

Purpose-built AVs are becoming a regulatory category, not a waiver. Cyan marker lamps, no manual lighting controls, school-zone speed reviews, and an Austin geofence at 272 square miles are the same story: Cybercab is being written into the Federal Register.

The factory is being recut for non-car products. Fremont's S/X line became an Optimus line in 46 days. Boring Company liner trucks β€” Model 3 packs, 12 mph, 28 miles of range β€” are getting a 20-foot container bed after a $3 billion round at a $23 billion valuation. Semi is in volume production. Same cells, drive units, and AI stack, four product families. β–Ά Episode 640 Β· 2026-10-20

Energy is no longer a side quest. A first-of-kind BESS park in Bulgaria plus a $10 billion solar-factory incentive fight in Texas is how Megapack and solar become the second P&L that can fund the robot ramp.

What to Watch Next Week

Watch the NHTSA comment window on FMVSS 108 β€” cyan lamps and the lighting-control carve-out will tell you how fast Cybercab can scale beyond Texas exemptions. Watch whether Tesla signs the Fort Bend package or keeps the out-of-state solar option alive; $8.6 billion of personal property does not sit in limbo for long. And watch FSD (Supervised) v14.3.13 as it rolls in update 2026.38.5.10. Same release notes as v14.3.12 usually means a stability pass, not a feature drop. Further out, mark year-end 2026 for the first Cybercab sales and April 2027 for AI5 in Optimus.

P.S.

If you only have time for two episodes, take 642 on the Optimus line and 644 on the NHTSA lighting proposal.
