Yeah, I think mini-publics essentially eliminate the concept of gerrymandering (though, in fairness, a lot of voting systems do, too. Eg proportional representation). They don't inherently solve problems around who is and isn't included (eg citizenship requirements), but those too are less significant when your decisions come from supermajorities rather than dancing around the 50% barrier.

There are enormous possibilities (and possibilities) around the border questions, and your watershed example is a fantastic one. Can you set watershed management rules based on citizens of the watershed even if the legal jurisdiction doesn't line up with those boundaries? Tricky....
