Vice President JD Vance arrived at a Qatari-owned resort in Bürgenstock, Switzerland, early Sunday to lead the U.S. delegation in renewed negotiations with Iranian officials over Tehran's nuclear program and the ongoing conflict in Lebanon. The negotiations opened under significant strain after Iran announced it was keeping the Strait of Hormuz closed, citing what it characterized as violations of an interim peace agreement reached earlier this week. Iran's top joint military command called the closure a 'first step' in response to alleged breaches by the U.S. and Israel, according to Iran's semiofficial Mehr news agency. Israeli strikes overnight Friday into Saturday killed at least 16 people in southern Lebanon, including two children, one day after the U.S. announced Israel and Hezbollah had implemented a fresh ceasefire at President Donald Trump's request.
The Iranian delegation is led by Parliament Speaker Mohammad Bagher Ghalibaf and includes the deputy oil minister and the governor of Iran's central bank, reflecting Tehran's interest in securing sanctions relief and the unfreezing of Iranian assets held overseas. Iran's Foreign Ministry spokesman Esmail Baghaei described the trip as 'a mission to demand the fulfillment of the other side's obligations,' saying negotiations for a final agreement would begin only once those obligations were met. An internal dispute within Tehran has also complicated the talks, with some officials arguing that pursuing an agreement with the U.S. is futile.
Vance, speaking to reporters before departing, said the situation in Lebanon had 'calmed down' and expressed hope for progress on both the nuclear issue and the Lebanon ceasefire, noting he could remain in Switzerland for only 'a day or two.' Trump's special envoy Steve Witkoff and Jared Kushner are also participating in the negotiations. Trump separately threatened via social media to impose U.S. tolls in the Strait of Hormuz if a final deal with Iran is not reached within 60 days, the window established under the current interim agreement for toll-free passage.
The broader stakes are considerable. Trump has warned that without resolution of the strait issue, a global oil shortage and potential recession loom. The first clause of the memorandum of understanding published last week requires a ceasefire on all fronts, including Lebanon, but Israel was not a direct party to that agreement, leaving the U.S. in the difficult position of trying to restrain an ally while persuading Iran to continue talks. The thorniest unresolved issues — Iran's nuclear program, the scope of sanctions relief, and asset unfreezing — remain on the agenda for what the two sides have described as the formal start of 60 days of final negotiations.
