U.S. and Iran Report Major Progress in Switzerland Nuclear Talks, Agree to Oversight Committee and Lebanon Deconfliction Mechanism

The United States and Iran made significant headway Monday during negotiations in Bürgenstock, Switzerland, agreeing to establish a High Level Committee to provide political oversight of ongoing mediation efforts and a target framework for reaching a final deal within 60 days. A joint statement from mediating parties Qatar and Pakistan described the talks as proceeding in a "positive and constructive atmosphere" with "encouraging progress," including the creation of a mechanism for further technical working groups covering nuclear issues, sanctions, and dispute resolution.
Vice President JD Vance led the U.S. delegation after arriving in Switzerland on Sunday, having delayed his planned Friday departure due to logistical issues. Iranian Foreign Minister Abbas Araghchi said Tehran had secured meaningful concessions, describing the outcome as "major progress" and citing what he called waivers for oil and petrochemical exports, the lifting of port blockades, the release of some frozen assets, and the launch of a reconstruction and development plan. A senior U.S. diplomat separately confirmed that discussions had been robust and covered all elements of a potential nuclear agreement.
A central outcome of the talks was the establishment of a deconfliction cell involving the U.S., Iran, and Lebanon, facilitated by Qatar and Pakistan, aimed at ensuring the full termination of military hostilities in Lebanon, where fighting between Israel and the Iran-backed Hezbollah has continued. Araghchi described the new Lebanon mechanism as the "first real test" of the broader agreement, warning that continued violence there could jeopardize the wider diplomatic effort. Pakistani and Iranian officials involved in the overnight sessions described the talks as "constructive but tense."
The Switzerland negotiations build on a memorandum of understanding signed the previous week, under which both sides agreed to reopen the Strait of Hormuz toll-free for at least 60 days and to end all hostilities. The talks proceeded against a backdrop of escalating regional tensions, and technical working groups are expected to convene in the coming weeks to advance discussions toward a comprehensive agreement. The outcome will be closely watched as a measure of whether a durable diplomatic framework between Washington and Tehran remains achievable.
