The U.S. Senate voted 90-6 in the early hours of Saturday to pass a short-term government funding bill designed to prevent a federal shutdown ahead of the November midterm elections. The legislation, reached through bipartisan negotiation and passed during a late-night session, would extend federal funding at current levels through December 11, providing Congress additional time to negotiate a full-year spending agreement.
The bill includes several provisions added during negotiations, among them a Democratic-backed measure intended to prevent President Donald Trump from withholding federal grants to Democratic-led states for political reasons. The legislation also contains adjustments to protect the SNAP and WIC food assistance programs, along with provisions covering disaster relief and national security funding.
The bill now moves to the House, which must pass it and send it to the president for his signature before September 30 to avert a shutdown beginning October 1. The House had previously passed its own version of a short-term funding measure before the August recess, meaning the two chambers will need to reconcile differences. The Senate adjourned shortly before 5 a.m. ET Saturday and is scheduled to reconvene on September 14.
The wide bipartisan margin in the Senate reflects the political pressure both parties face heading into the November 3 election amid a broad anti-incumbency mood among voters. A government shutdown in the weeks immediately preceding Election Day was seen by members of both parties as a significant political liability, providing strong incentive to reach agreement quickly.
