Planned technical negotiations between the United States and Iran in the Swiss village of Obbürgen were abruptly cancelled Friday after Hezbollah killed four Israeli soldiers and Israel launched a wave of retaliatory airstrikes across southern Lebanon and the Bekaa Valley that left at least 18 people dead and 33 wounded. The cancellation came so suddenly that Vice President JD Vance's staff and a contingent of journalists had already assembled at Joint Base Andrews outside Washington in anticipation of the trip before the White House announced Vance would not be departing.
The talks had been scheduled just two days after the U.S. and Iran signed a 14-point memorandum of understanding that opened a 60-day window to negotiate a permanent agreement over Iran's nuclear program and restore oil traffic through the Strait of Hormuz. Tehran reportedly refused to send its delegation to Switzerland in response to Israel's continued military operations in Lebanon, which Iran has repeatedly identified as a non-negotiable precondition for any broader peace settlement. The White House said it looked forward to beginning technical talks "as soon as possible" but gave no revised timeline.
The surge in violence centered on the area around Nabatieh in southern Lebanon, where Israeli forces have maintained positions extending roughly 10 kilometers into Lebanese territory since before the ceasefire was announced. Hezbollah said its fighters targeted Israeli troops attempting to advance toward Nabatieh with rockets, drones, and artillery, while Israel's military said it struck more than 80 Hezbollah targets overnight in response to what it described as ceasefire violations. Four Israeli soldiers, including a battalion commander, were killed in the fighting.
The deaths of the Israeli soldiers prompted sharp statements from far-right members of Israel's government. National Security Minister Itamar Ben-Gvir called for scorched earth tactics, stating "All of Lebanon must burn," while Finance Minister Bezalel Smotrich called for Israel to "open the gates of hell." French Foreign Minister Jean-Noël Barrot responded by calling on Israel to halt its strikes and urging the United States to apply pressure on the Israeli government to honor the ceasefire agreement.
The 14-point MoU, whose text was read aloud by a U.S. official on a call with reporters but has not been released in physical form, calls for the immediate and permanent termination of military operations on all fronts including Lebanon and commits both sides to respecting Lebanese sovereignty. However, the agreement does not mention Israel, which is not a signatory and has stated it will retain military positions in Lebanon, Syria, and Gaza for an indefinite period. Israel's published maps of its current positions in Lebanon also appear to extend into Lebanese maritime territory, potentially violating a 2022 bilateral maritime agreement, according to legal experts.
