Binance Burns Through Safety Fund as Hack Fallout Deepens | ethereum.miami

Binance has burned through roughly $580 million in bitcoin from its Secure Asset Fund for Users (SAFU) as the fallout from last month's $6.3 billion hack continues to test the world's largest exchange. The protection fund now sits below $800 million, the threshold that Binance's own internal rules designate as the trigger for a mandatory top-up. The exchange has not said when, or whether, it will replenish.

Binance Stabilizes, Barely

Net inflows at Binance turned positive at $2.3 billion over the past 24 hours, reversing Monday's heavy withdrawal wave. That figure obscures the scale of the damage: customers have pulled a net $4.72 billion since the hack was confirmed, and the exchange's reserves remain under unprecedented strain.

North Korea, which the FBI identified as the source of the attack through its TraderTraitor hacking unit, issued a formal denial. Kim Yo Jong called the attribution a "political provocation" and suggested the United States itself could be behind the theft. The denial arrived after the FBI published wallet addresses linked to the stolen funds.

Hourly deposits have begun to exceed withdrawals, a sign that the immediate bank-run dynamic is easing. But with the SAFU fund depleted and no clear timeline for replenishment, the question of whether Binance can absorb a second shock hangs unanswered.

Bitcoin Grinds Lower Into Midterm Week

Bitcoin steadied around $76,900 after dipping to $76,300, but the broader trend remains decisively bearish. A fifth consecutive weekly loss would mark the joint third-longest losing streak in bitcoin's history.

Spot ETFs are amplifying the pressure. BlackRock's IBIT recorded its largest single-day outflow since June, shedding $405.3 million on Monday. Across all U.S. spot bitcoin funds, net outflows hit $399 million for a second straight session.

Technical signals are flashing caution. The Guppy Multiple Moving Average bands have turned bearish, a pattern that preceded prior significant drawdowns. Bitcoin also fell below the realized price of the one-to-three-month buyer cohort, meaning recent purchasers are now underwater. If that level flips to resistance, the next leg down could accelerate.

Seasonality and post-midterm history both lean bullish on a longer timeframe, but neither offers much comfort to anyone managing risk this week.

ETH Holds Flat as Bitcoin Wobbles

ETH slipped 0.89% to $2,263.64, holding up slightly better than bitcoin on a relative basis but offering little conviction in either direction. Market cap sits at $276.6 billion on $9.2 billion in 24-hour volume. The token continues to trade as a beta to bitcoin's macro moves, with no Ethereum-specific catalyst strong enough to decouple price action from the broader risk-off mood.

Liquid Network Plugs the Hole

Liquid Network's bitcoin reserves are fully backed again, two months after a $320 million exploit drained the Bitcoin sidechain. A final transfer of 250 BTC closed the gap, though the federation behind Liquid still has not disclosed who provided the funds.

Blockstream CEO Adam Back said the sidechain's defenses have been hardened. He also issued a pointed warning to developers: stop trusting AI-suggested code fixes without rigorous review. The September exploit exposed vulnerabilities that human reviewers should have caught, and Back's comments suggest AI-assisted development played some role in the failure.

Tether's Bitcoin Pile Grows

Tether now holds 150,000 bitcoin, worth approximately $11.5 billion at current prices, according to CEO Paolo Ardoino. He did not specify where the additional coins are custodied. Holdings outside USDT reserves, such as Tether's corporate investments, do not appear in the stablecoin's attestation reports.

The disclosure adds another data point to Tether's evolving identity as one of the largest institutional bitcoin holders, though the opacity around custody arrangements remains a persistent concern for counterparties.

Hack Season Extends to Latin America

Mercado Bitcoin, Brazil's largest crypto exchange, pledged to cover all user losses after a nearly $40 million hack. Partners including Tether, Circle, and blockchain analytics firm Chainalysis helped freeze $11 million of the stolen assets.

Separately, on-chain investigator ZachXBT raised his estimate of a suspected European crypto theft ring's haul to $133 million, identifying another $27 million in exchange withdrawals that occurred even after he first flagged the activity.

Consensys Builds the Rails Between Banks

Consensys launched a cross-ledger settlement and routing stack designed for institutional networks. The technology enables banks to route and settle transactions across independent ledgers without moving underlying assets, a plumbing layer that could reduce friction for tokenized finance if adoption follows.

The product targets the growing number of banks running private or permissioned blockchain environments that currently cannot interoperate. Whether those institutions choose Consensys's stack over competitors like Fireblocks or build proprietary solutions will depend on integration costs and regulatory comfort.

ARK Reshuffles Its Crypto Bets

ARK Invest bought $17 million worth of Coinbase and Circle shares across two trading sessions while trimming roughly $8 million in Bullish Holdings. The moves came as crypto-related equities declined broadly, suggesting Cathie Wood's team views the pullback as a buying opportunity in its highest-conviction names.

France Kills the Exit Tax, for Now

France's National Assembly postponed the vote on the 2027 budget's revenue section for the second time, effectively scrapping proposed crypto exit-tax measures as the November 17 deadline for the first reading approaches. The shelved proposals would have imposed taxes on unrealized crypto gains when holders relocated outside France. Crypto holders in Paris can exhale, at least until the next budget cycle.

Miami Builders Eye Institutional Rails

Consensys's new cross-ledger settlement stack has direct implications for Miami's growing concentration of tokenized real estate and RWA platforms. Companies like Homebase, which tokenizes rental properties on Ethereum for Miami-area investors, depend on institutional-grade infrastructure to bridge the gap between on-chain assets and traditional financial counterparties.

Miami-Dade's real estate tokenization corridor has attracted a cluster of startups building at the intersection of property, stablecoins, and DeFi lending. As banks begin connecting their private ledgers through products like the Consensys stack, the path from a tokenized Miami condo to a bank's balance sheet gets shorter. That matters for local firms competing for institutional capital against legacy securitization structures.

The city's position as a regulatory-friendly hub for digital assets, reinforced by ongoing state-level legislative efforts, gives Miami-based RWA companies an edge in attracting pilot programs from traditional finance. Securitize, which maintains a significant Florida presence and recently expanded its tokenized fund offerings, represents the type of firm best positioned to capitalize on these new interoperability layers.
