IBM partners with OpenAI on enterprise AI deployment

IBM announced a strategic partnership with OpenAI that integrates GPT-5.6, Codex and ChatGPT Work into IBM Consulting Advantage, and joins OpenAI's Elite partner tier. IBM will stand up a dedicated OpenAI Practice staffed with thousands of certified consultants and engineers, plus forward-deployed teams for clients in regulated environments. The two companies will build industry solutions for financial services, government, telecom and retail, and extend cyber work through OpenAI's Daybreak partner program.

Why it matters
It gives OpenAI a large systems-integrator channel into regulated enterprises, the segment where model access matters less than deployment capacity. For IBM, it is an admission that its own model stack was not enough to win agentic enterprise work.
