Uber cuts ~10% (~3,300) to flatten layers
What happened. CEO Dara Khosrowshahi’s September 2 memo says Uber is reducing team size by about 10% after five-plus years of growth nearly tripled top line and also produced more layers and fragmented ownership. Structural moves include cutting employees 7+ layers from the CEO by 20%, cutting 1–2-report micro-teams by nearly 50%, combining three Delivery Ops P&Ls, combining Core Services Engineering and Science, and leaving only about 1% fully remote. Savings are framed for reinvestment in growth, innovation, and an “autonomous future.”
What to watch. This is an org-chart and capital-reallocation cut, not a firm-survey AI layoff share and not an occupation-posting decline. Headcount can fall while autonomy investment rises.

LBNL: U.S. data centers on a 649 TWh path by 2030
What happened. Lawrence Berkeley National Laboratory’s 2025 Update puts a Reference Case of 649 TWh of U.S. data-center electricity in 2030 — about 11.8% of national load — with compounded bounds near 521–843 TWh (roughly 9.5–15.3%). Sensitivity cases vary installations, specialized graphics shipments, AI-chip lifetimes, and idle/utilization. The prior 2024 report’s comparable window was about 6.7–12.0% by 2028.
What to watch. National share-of-load paths answer different planning questions than single-site interconnect capacity or global vendor TWh headlines. Keep the bottom-up lab model versioned against those other instruments.

OpenAI backs California SB 1119 teen AI safeguards
What happened. On August 31, OpenAI urged Governor Newsom to sign Senate Bill 1119, citing age determination, pre-release risk identification, independent audits, protections against self-harm and sexually exploitative content, parental tools, crisis-support links, and limits on targeted ads — with automatic defaults for ages 13–17. The company frames California as a standard-setter while federal action is absent and ties the bill to ChatGPT for Teens defaults.
What to watch. Once a frontier lab endorses a state teen package, the compliance surface is product defaults and audit scope — not another countdown to an already-live EU transparency clock.

EmulatRx: multi-agent clinical-trial design from EHR evidence
What happened. Nature Communications introduces EmulatRx, an agentic framework that uses multi-role agent conversation to mine electronic health records and refine clinical-trial design protocols into a report. Acute cases run on MIMIC-IV; chronic cases use the INSIGHT Network across five New York City health systems for conditions such as Alzheimer’s and Parkinson’s.
What to watch. Trial design time is a labor bottleneck. Agent teams that draft against real-world data change who holds the first protocol pen — if phenotype and exclusion logic stay inspectable.

AACTE’s teacher-prep AI framework keeps human judgment central
What happened. The American Association of Colleges for Teacher Education released a national AI Framework for Educator Preparation organized around four pillars: ethical and policy guardrails, clinical practice and implementation, cognitive architecture and advocacy, and professional expertise and human judgment. AACTE frames AI literacy as professional practice, not optional tech training.
What to watch. District student bans set classroom defaults fast. Educator-prep frameworks decide what future teachers are trained to refuse, audit, or adopt.
