Support Effective Housing Action

Please support local housing activists as they make sure the city is spending HOME funds effectively. Let City Council know you support the following actions related to expiring home funds and amendments to the Consolidated Plan. Please file comment here before Jan. 28.:

Ask the City Council:

To ensure that the $348,546.75 in expiring HOME program funds are used where they are most needed, and to prioritize these funds for:

  • A rental subsidy program, such as Tenant-Based Rental Assistance (TBRA)

Specifically, ask the City Council to amend the Consolidated Plan to:

  • Serve any income-eligible household in Escondido;

  • Expand the targeting of rental assistance to establish a preference for individuals and families experiencing homelessness, in addition to seniors;

  • Allow for income-based subsidy amounts, rather than flat-rate subsidies.

To ensure the effective and timely use of these funds, ask that the City:

  • Partner with local organizations (such as Interfaith) that assist individuals experiencing homelessness in transitioning to permanent housing.
