Escondido City Council & Open Meetings
- Read-up on Escondido hires Sean McGlynn as new city manager and Public can attend Escondido council meetings in-person (planned for April 21, 2021).
- Contact the Escondido City Council and express concerns about opening the City Council meetings to in-person gatherings so soon when in-person indoor meetings still pose a risk and meetings can still be held virtually. Note that Escondido has a 5.40 case rate with 58 new cases in a 7-day period (compared to 3.5 case rate in San Marcos with 24 new cases). Escondido residents in the 92027 zip code are still in the Red Tier (Substantial) compared to those in 92025 & 92026 in the Orange Tier (Moderate). And only ~17.2% of our population in North County Inland have been vaccinated.
- Contact Assemblymember Waldron and State Senator Jones and ask them to support AB-339 to “ensure that state and local agencies [...] provide both two-way telephone call-in and internet service-based options for all public meetings to facilitate equitable and accessible participation”.
Voting Reforms
- Read-up on Opinion: ‘This Is Jim Crow in New Clothes’ and What Georgia’s Voting Law Really Does.
- Contact Senator Feinstein and Senator Padilla and ask them to support H.R.1/S.1 to strengthen our democracy. Note that Representative Issa voted no on H.R.1, but the House passed the bill with a 220-210 vote. See Indivisible Democracy Guide, Indivisible Guide on H.R. 1: Strengthening Our Democracy and Support Democracy Reform with H.R. 1/S. 1.
- Contact Assemblymember Waldron and State Senator Jones and ask them to support AB-37 to extend vote by mail to all elections in California.
Police Reforms
- Read-up on The Color of Authority: San Diego police, sheriff's deputies disproportionately target minorities, data show, A Palpable Fear: Minorities describe encounters with San Diego police, sheriff's deputies, Data: San Diego Police And Sheriff's Deputies Target Minorities and [D.C.] Group seeking to reinvent police in District calls for sweeping changes across government.
- Contact the Escondido City Council and express support for establishment of citizen review boards to investigate complaints against law enforcement officers as recommended by a 2015/2016 Grand Jury Report from San Diego County Civil Grand Jury. The City Council discussed the topic last October, but there have been no updates since then. See Grand Jury Report: Citizen Oversight Boards Of Police Behavior, Escondido Response to Grand Jury Report and Council, residents call for Escondido police oversight board.
- Contact Assemblymember Waldron and State Senator Jones and ask them to support SB-2 to create a decertification process for peace officers. Its 1st committee hearing is scheduled for April 13, 2021 with the Senate Public Safety Committee.
