Beth mae cyflawni digidol modern yng Nghymru wir ei angen

Rydym wedi dechrau 2026 yn Trawsnewid Cymru gyda un ffocws: beth mae cyflawni digidol modern yng Nghymru mewn gwirionedd yn ei ofyn?

Gyda’r Canolfan Gwasanaethau Cyhoeddus Digidol yn symud i ganol Llywodraeth Cymru erbyn mis Ebrill, mae hon yn drobwynt. Ond ni fydd strwythur yn unig yn trawsnewid gwasanaethau.

Yn ystod yr wythnosau diwethaf, rydym wedi nodi’r hyn sydd angen newid:

Cyflawni digidol yn Llywodraeth Cymru: beth rydym yn disgwyl ei weld – yr amodau lleiaf ar gyfer llwyddiant: llywodraethu sy’n cefnogi dysgu, sicrwydd sy’n canolbwyntio ar ganlyniadau, tâl cystadleuol ac awdurdod i arweinwyr digidol, cyllid sefydlog ar gyfer timau cynnyrch, a chymunedau ymarfer cryf.

Gweithio’n agored i arweinwyr – nid cyfathrebu yw gweithio’n agored, ond llywodraethu. Mae diweddariadau byr a rheolaidd yn adeiladu ymddiriedaeth, yn amlygu problemau’n gynnar ac yn symud diwylliant o theatr i gyflawni.

Mae’r Prif Weinidog yn anghywir am gyflenwi technoleg yn y sector cyhoeddus – nid diffyg talent sydd yng Nghymru. Yr hyn sydd ar goll yw ewyllys wleidyddol gyson a chaniatâd i weithio’n wahanol.

Y tu hwnt i’r blwch hud AI: canllaw i arweinwyr yng Nghymru – nid ateb gwyrthiol yw AI. Dechreuwch gyda rhwystrau go iawn mewn gwasanaethau, adeiladwch offer bach sy’n dileu galw methiant, a gweithiwch yn agored fel bod dysgu’n lledaenu.

Ar draws y pedwar post, mae’r neges yn gyson. Nid technoleg yn unig yw digidol. Mae’n ymwneud ag arweinyddiaeth, sgiliau, cyllid a’r dewrder i weithio’n wahanol.

Mae’r sylfeini’n bodoli. Mae’r dalent yn bodoli.

O ymateb i argyfwng i blatfform cenedlaethol
Ysgrifennodd Joel Howe, Prif Bensaer Dylunio Cymwysiadau yn Iechyd a Gofal Digidol Cymru, am sut y datblygodd System Imiwneiddio Cymru o waith adeiladu brys dros bythefnos yn blatfform strategol cenedlaethol. Mae’n myfyrio ar foderneiddio gwasanaeth byw, clinigol-feirniadol wrth gydbwyso diogelwch, graddfa a dyled dechnegol – a sut aeddfedodd yr ymateb brys hwnnw’n allu digidol hirdymor i Gymru.

Pan fo barddoniaeth yn cwrdd â diwygio gwasanaethau cyhoeddus
Yn niwrnod cymunedol CDPS, gwahoddwyd y beirdd Aneirin Karadog a Rufus Mufasa i arsylwi’r digwyddiad ac i berfformio cerdd fyw mewn ymateb. Roedd rhai o dîm Transform Wales yno, ac roedd yn atgof pwerus fod diwygio digidol yn ymwneud â phobl gymaint ag â thechnoleg. Drwy bennill craff a myfyriol, cipiodd y beirdd y tensiynau, y gobeithion a’r uchelgais gyffredin yn yr ystafell – gan gynnig math gwahanol o fyfyrdod ar beth mae newid sut mae gwasanaethau cyhoeddus yn gweithio yng Nghymru yn ei olygu.

O fesur canlyniadau i ddeall effaith
Ysgrifennodd Fay Turner, Swyddog Sicrwydd Ansawdd yng Nghyngor Bwrdeistref Sirol Pen-y-bont ar Ogwr, am sut gall adrodd straeon ail-lunio sicrwydd ansawdd mewn gofal cymdeithasol. Gan symud y tu hwnt i archwiliadau a data gweithgarwch, mae’n archwilio sut mae dulliau deialog sy’n seiliedig ar straeon yn dod â phrofiad byw i’r wyneb, yn cryfhau ymarfer myfyriol ac yn cyd-fynd â Deddf Gwasanaethau Cymdeithasol a Llesiant (Cymru). Mae’r newid o gyfrif gweithredoedd i ddeall effaith yn helpu i wreiddio dysgu, llais ac atal wrth galon gwelliant.

Dylunio gwasanaethau gofal sylfaenol sy’n diogelu cleifion
Ysgrifennodd Ayala Gordon, Arweinydd Cynnyrch Digidol yn Iechyd a Gofal Digidol Cymru, am pam mae uno gwasanaethau gofal sylfaenol yn hanfodol i ddiogelwch cleifion. Wrth fyfyrio ar atgyfeiriadau electronig a gwersi o adroddiad Atal Marwolaethau yn y Dyfodol, mae’n dadlau bod perchnogaeth a safonau ar y cyd, ynghyd â chyllid wedi’i siapio o amgylch gwasanaethau, yn hanfodol i leihau risg glinigol. Nid effeithlonrwydd yn unig yw llwybrau digidol cydgysylltiedig ar draws meddygfeydd teulu, fferyllfeydd, deintyddiaeth ac optometreg - maent yn ymwneud â diogelu cleifion a sicrhau gwell gwerth i Gymru.

Hwb sgiliau AI gwerth £4.1m - a chwestiynau am werth
Ysgrifennodd Mahad Kalam feirniadaeth fanwl o Hwb Sgiliau AI newydd Llywodraeth y DU, gan ddadlau bod y safle gwerth £4.1 miliwn yn gweithredu’n bennaf fel cyfeiriadur sy’n cysylltu â chyrsiau trydydd parti sy’n bodoli eisoes. Mae’n tynnu sylw at bryderon ynghylch defnyddioldeb a hygyrchedd, camgymeriadau ffeithiol mewn canllawiau cyfreithiol, a’r hyn y mae’n ei weld fel diffyg crefft a chyfrifoldeb wrth gyflawni. Mae’r darn yn codi cwestiwn ehangach: sut ddylai llywodraeth fuddsoddi mewn gallu digidol, a sut mae gwerth am arian yn edrych mewn gwirionedd?

Mae Design Swansea yn cynnal ei sioe flynyddol ‘dangos a dweud’ yn HQ Urban Kitchen yn Abertawe ar 5 Mawrth. Bydd y noson yn cynnwys cyflwyniadau cyflym 10 munud gan greadigwyr ym meysydd dylunio, gwe, fideograffeg, teipograffeg, darlunio a ffotograffiaeth.

NHS Hack Day yng Nghaerdydd – Sadwrn 21 a Sul 22 Mawrth 2026
Mae NHS Hack Day yn dod i adeilad Hadyn Ellis yng Nghaerdydd am benwythnos o ddatrys problemau ar y cyd ym maes iechyd a gofal. Mae’r digwyddiad yn agored i bawb - nid datblygwyr yn unig - ac yn dod â chlinigwyr, cleifion, gofalwyr, dylunwyr a thechnolegwyr at ei gilydd i gyflwyno problemau go iawn a chreu prototeipiau mewn timau amlddisgyblaethol. Nid cynhyrchion gorffenedig yw’r nod, ond dysgu, cysylltu a meddwl o’r newydd.

What modern digital delivery in Cymru really requires

We’ve started 2026 at Transform Wales with one focus: what does modern digital delivery in Cymru actually require?

With the Centre for Digital Public Services moving into the centre of Welsh Government by April, this is a turning point. But structure alone won’t transform services.

In recent weeks, we’ve set out what needs to change:

Digital delivery in Welsh Government: what we expect to see – the minimum conditions for success: governance that supports learning, outcome-focused assurance, competitive pay and authority for digital leaders, stable funding for product teams, and strong communities of practice.

Working in the open for leaders – openness is not comms, it’s governance. Short, regular updates build trust, surface problems early and shift culture from theatre to delivery.

Why the First Minister is wrong about public sector technology delivery – Cymru does not lack talent. It lacks consistent political will and permission to work differently.

Beyond the AI magic box: a guide for leaders in Wales – AI is not a miracle cure. Start with real service friction, build small tools that remove failure demand, and work in the open so learning spreads.

Across all four posts, the message is consistent. Digital is not just technology. It’s leadership, skills, funding and the courage to work differently.

The foundations exist. The talent exists.

This month’s digital news in Cymru

From crisis response to national platform
Joel Howe, Lead Application Design Architect at Digital Health and Care Wales, wrote about how the Welsh Immunisation System evolved from a two-week emergency build into a strategic national platform. He reflects on modernising a live, clinically critical service while balancing safety, scale and technical debt - and how that crisis response matured into long-term digital capability for Wales.

Poetry meets public service reform
At the CDPS Community day, poets Aneirin Karadog and Rufus Mufasa were invited to observe the event and perform a live poem in response. Some of our Transform Wales team were there, and it was a powerful reminder that digital reform is about people as much as tech. Through sharp, thoughtful verse, the poets captured the tensions, hopes and shared ambition in the room, offering a different kind of reflection on what it means to change how public services work in Cymru.

From measuring outcomes to understanding impact
Fay Turner, Quality Assurance Officer at Bridgend County Borough Council, wrote about how storytelling can reshape quality assurance in social care. Moving beyond audits and activity data, she explores how story-based dialogue methods surface lived experience, strengthen reflective practice and align with the Social Services and Well-being (Wales) Act. The shift from counting actions to understanding impact is helping embed learning, voice and prevention at the heart of improvement.

Designing primary care services that protect patients
Ayala Gordon, Digital Product Leader at Digital Health and Care Wales, wrote about why joining up primary care services is a patient-safety imperative. Reflecting on electronic referrals and lessons from a Prevention of Future Deaths report, she argues that shared ownership, shared standards and service-shaped funding are essential to reduce clinical risk. Joined-up digital pathways across GP, pharmacy, dental and optometry aren’t just about efficiency - they are about protecting patients and delivering better value for Wales.

A £4.1m AI skills hub - and questions of value
Mahad Kalam wrote a sharp critique of the UK Government’s new AI Skills Hub, arguing that the £4.1 million site functions largely as a directory linking to existing third-party courses. They highlight usability and accessibility concerns, factual errors in legal guidance, and what they see as a lack of craft and accountability in delivery. The piece raises a broader question: how should government invest in digital capability, and what does value for money really look like in practice?

Design Swansea is hosting its annual show-and-tell at HQ Urban Kitchen in Swansea on 5 March. The evening will feature quick-fire 10-minute lightning talks from creatives across design, web, videography, typography, illustration and photography.

NHS Hack Day in Cardiff - Saturday 21 and Sunday 22 March 2026
NHS Hack Day is coming to the Hadyn Ellis building in Cardiff for a weekend of collaborative problem-solving in health and care. Open to everyone - not just developers - the event brings together clinicians, patients, carers, designers and technologists to pitch real-world problems and build prototype solutions in multidisciplinary teams. It’s less about polished products and more about learning, connection and fresh thinking.
