It’s been well over a year since the Trump administration took a sledgehammer to spending side of American climate policy, freezing or cancelling money to a wide range of renewable, environmental and infrastructure programs or legislating away tax credits intended to encourage adopting of renewable energy projects and electric vehicles

I’m currently working on a potential story about one of these projects, one that would help decrease heating and cooling bills in a low-income area and cut carbon emissions, albeit on a small scale. But here’s the thing: It’s going forward. The local government has formally negotiated and accepted the award, and is in the process of putting out requests for proposals to build their project.

How did they get here? And are they the exception or the rule? The first question is the point of that story-in-progress, but here I wanted to give you a better sense of what survived overall, what’s in limbo, and what went away.
