That's an eleven-figure number that's admittedly quite daunting to wrap your head around, but here's a pretty relatable thread from our friends at Dapat Si Leni (for whom you should consider volunteering, imo--see you lol).
The Commission on Audit has since clarified that the report is part of the auditing process, which allows the audited agency--in this case, the DOH--"to comply with recommendations and rectify any deficiencies", and that nowhere in their report do the auditors say that the funds "were lost to corruption."
Yeah, none of the media reports did too, actually, but I understand that the COA needs to issue a statement about it, in the interest of being accurate.
But as any ordinary employee who has suffered any sort of monetary punishment and auto salary deductions from unliquidated work-related expenses will tell you--any deficiency TO THE TUNE OF P67 BILLION WORTH OF TAXPAYERS' MONEY is utterly inexcusable. "Compliance to recommendations" and efforts to "rectify deficiencies" at this point is a tad bit too late.
The COA itself points out--and their report bears it out--that the deficiencies
"contributed to the challenges encountered and missed opportunities by the DOH during the time of state of calamity/national emergency, and casted doubts on the regularity of related transactions."

The entire report feels like something you'd rather probably be reading sitting down while nursing a bit of alcohol (P95 million of expired/nearly expired medicine because of deficient procurement planning, poor distribution and monitoring systems!!!!tldr kasalanan talaga ng DOH my god), so do proceed with caution.

In it, she talks about how she and her husband, the late Interior Secretary Jesse Robredo, used to drive around Naga City when he was Mayor at night to check on streetlights--because that was good governance. If you couldn't keep your streetlights on, what kind of city are you running?
And their Baka masanay tayo sentiment when approaching power and privilege really reminds me a lot of some of the things my father used to tell me about being wary of favors and free lunches.
It just really drives home the point harder: Good leaders are good people. This is not to say all good people make good leaders (some don't)--but invariably, GOOD LEADERS ARE GOOD PEOPLE TO BEGIN WITH. Let's go out there and elect one, for a change.
Someone pointed this out earlier, that a good leader is able to attract good people, and that the Vice President will probably do that for government--and she already is. I think young people are really starved for honest-to-goodness inspiration, and I can't help the bright, though small, spark of hope that it has begun igniting in my old, weary heart.
