ChatPDF is great but the toughest question won't be solved itself

I paid 5 USDs to subscribe the Plus plan of ChatPDF, to test if the book/author can really solve the implementation difficuties from the book's content. That is always a hard challenage to put concepts in book to actual actions, it always does not so easy and good like what the book said.
The book is "How to take Smart Notes". The bible of "Zettelkasten" methods to organize our notes.
Lots of people had described the core concept, but they all skipping the most difficult part of "link". That is, when we have a fleeting note, we should examine all of our permanent notes to see if there are any notes have connections/relations to the fleeting note.
But, if we have lots of permanent notes, they all have their contexts, keywords, connections with other notes, how would we know which permanent note should be the right one to be connected with this fleeting notes?
I have discussions and arguments with the chat bot several times, it faithfully responds possible answers/thoughts the author provided or avocated in this book, but it still can't solve the "How" questions. No matter the solution is by keywords, tags, unique numbers, etc. Those solutions all ask us to memory or browse another list to pick a right metadata to insert into the fleeting note, to expect that will help us to find the note or connections in the future.
That is the beautiful illustion of we can connect those notes/thoughts easily. Firstly, we will face lots of notes described the same concepts, you need to pick a right one between them. Secondly, if we awared that it is so hard to pick the right one, that is said that you have to insert more contexts about this fleeting note to figure out what is the exaclty difference or reason to connect permanent note A instead B. After we spent mental efforts to make the decision, congratulations, the difficulty of choosing the right permanent note of next fleeting note may be increased. Welcome to the real world.
The conclusion is just like the bot always said, there is no "right" way to organize your notes. We should always take the proper action to adapt the situation.
