Delivery Signal #1: Defra's £1.3tn nature case has no buyer

This week: five new dated commitments, a Reformed National Pricing deadline for end-2026, and the cross-government accountability gap nobody's filling.

Good morning,

Welcome to Delivery Signal, a weekly read on what UK government strategy documents actually commit to — and whether delivery is keeping pace. One email, every Monday, built from the same tracking that sits behind strategygov.uk.

What government published last week

  • Health Bill 2026 (DHSC) — the legislative vehicle to abolish NHS England, transferring ICB commissioning functions in 2027–28 and mandating individual ICB financial balance by March 2030.
  • Animal Health and Welfare Pathway (Defra) — including a bovine TB eradication commitment targeting 2038.
  • Defence Diplomacy Strategy 2026 (MOD).
  • Reformed National Pricing — delivery plan (DESNZ) — final siting and investment-lever decisions due by end of 2026, with a draft Strategy and Policy Statement out for consultation this year.
  • Strategy for Government Grants 2026–2029 (Cabinet Office) — including a £342m grants managed service.

Tension of the week

Defra holds the nature economic case. Nobody downstream is required to act on it.

Two government-commissioned estimates put a number on what's at stake. The Environmental Improvement Plan 2025 cites ONS 2024 data valuing UK natural capital assets at £1.3 trillion — the stock of nature (soils, rivers, woodland, seas) translated into monetary terms. The Corry Review, published the same year, uses ONS 2022 data and arrives at £1.8 trillion for the same measure. The gap reflects different ONS vintages and methodology, not different things being counted. Both figures are estimates of UK natural capital stock; neither is additive to the other.

On top of the stock figures, the EIP puts ecosystem services — the annual flow of benefits nature delivers — at £37.1bn a year, and estimates nature-related risk could shave 3% off GDP within a decade. The Corry Review targets £1bn/year of private finance into nature by 2030.

None of that currently has to move a single spending decision elsewhere in government:

  • The Land Use Framework is explicitly not a material planning consideration.
  • HMT's Green Book doesn't routinely monetise ecosystem services in project appraisal.
  • NISTA's 780-project infrastructure pipeline has no nature co-benefit scoring.

Defra owns the evidence. HMT owns the appraisal method. MHCLG owns planning weight. DESNZ owns the offshore energy decisions that most directly collide with it. Nobody owns the join — and the nearest scheduled vehicles to fix that (the Cabinet Office Grants Strategy and NISTA's Autumn 2027 infrastructure strategy update) don't currently have this on the agenda.

(One live news peg: the UK appointed its first Special Representative for Nature this month — a genuine step, but an international diplomacy role. It doesn't touch the domestic appraisal gap above. Two related tensions also entered tracking this week — NHS England's abolition mid-Plan, and the new ICB financial-balance mandate against the 2%/year productivity target it's meant to fund.)

Commitment watch

No delivery-history updates from a lint pass yet (that runs Sundays — the first lands before the next issue). But five new dated commitments entered tracking straight off this week's publications:

Commitment Owner Target
NHS England abolition / ICB commissioning transfer DHSC 2027–28
ICB individual financial balance DHSC March 2030
Mann Review — initial implementation update DHSC October 2026
RNP siting & investment-lever decisions DESNZ End 2026
Bovine TB eradication Defra 2038

Each now has a tracker page with status, metric, and an append-only delivery history. Browse them at strategygov.uk.

What to watch

  • October 2026 — Mann Review initial implementation update (NHS workforce/training response)
  • End of 2026 — DESNZ Reformed National Pricing: final siting decisions + draft Strategy and Policy Statement out for consultation
  • 2027–28 — Health Bill ICB commissioning transfer, as NHS England winds down
  • Autumn 2027 — NISTA's infrastructure strategy update — currently the nearest vehicle that could close the NbS appraisal gap above, if it picks it up

Delivery Signal tracks 170+ pages of UK government strategy commitments, updated as new documents land and lint-checked weekly for status changes and contradictions. Reply to this email with anything you'd like us to track.

This digest covers the one tension most relevant to most readers, plus the week's new commitments.
