Breaking News

Enugu receives 112 South Africa returnees as Abuja evacuates 33 more

ENUGU / ABUJA — Thursday–Friday, September 17–18, 2026

Enugu State welcomed 77 families, made up of 112 indigenes forced home by xenophobic attacks in South Africa, at the International Conference Centre in Enugu on Thursday. Governor Peter Mbah, through a representative, gave each family ₦1 million (₦77 million in all) and said officials, working with the Nigerians in Diaspora Commission, are profiling about 42 more families.

On Friday, reports said a further 33 Nigerians had been evacuated from South Africa. The federal minister who announced it (named as Ojukwu in The Guardian's headline) said private groups funded the return, including 26 of the 33 evacuees, and that the Igbo Lawyers Association South Africa recently paid for 28 others to come home. She urged state governments that have not yet helped returnees to do so, and singled out Mbah's reception for praise. One report says fresh attacks killed two people. The federal government said in August that at least 90 Nigerians have been killed in such violence since June 2022.

Why it matters: Enugu has set a visible benchmark for reintegration support, and the burden of resettling returnees falls on their home states. In our search of the last 48 hours we found no comparable reception reported by the other South-East governments.

Abia: Otti says he will not be a godfather or pick a successor

UMUAHIA — Thursday, September 17, 2026 (reported September 17–18)

Governor Alex Otti told visitors in Umuahia that he will neither act as a political godfather nor impose a successor when he leaves office after a second term in 2031. He spoke while receiving Mrs Ngozi Johnson-Chukwunenye, a former Social Democratic Party governorship candidate, and her supporters into the Labour Party. Otti said succession should be about finding the most suitable person rather than a sit-tight culture, and pointed to the Abia Leadership Academy as part of preparing younger people to lead. Pulse framed the remarks as a plan to retire from politics after his tenure and reported that he ruled out a Senate run.

Why it matters: The comments come as Abia heads toward its 2027 governorship election and as parties trade defectors. Note that the 2031 date is from Vanguard and P.M. News; Pulse's report is looser about the timeline.

Imo: ASUU says IMSU strike has run 37 days, asks Uzodimma to convene talks

OWERRI — Thursday, September 17, 2026

The Owerri Zone of the Academic Staff Union of Universities asked Governor Hope Uzodimma, as visitor to Imo State University, to summon the university management, the Governing Council and the union to a roundtable. In a statement dated September 17 and signed by zonal coordinator Dennis Aribodor, the union said IMSU lecturers have been on strike for 37 days over implementation of the 2025 federal government–ASUU agreement, which took effect in January 2026 in public universities. The IMSU branch began a total, indefinite strike on August 10. The union also alleged that more than 50 casual staff serve as lecturers on about ₦50,000 a month, and that there has been no recruitment for over a decade. It suggested that management may not have fully briefed the governor.

Why it matters: Students at Imo State University have been out of class for more than five weeks, and the next step is whether the governor convenes the parties. We found no government response in the reports reviewed.

IMO — Retired Major-General Abducted in Orji + LG Polls Sep 26 + Foiled Attack Suspect Arrested

Gunmen abducted retired Maj-Gen RC Duru in Orji area, Owerri North LGA last weekend. SaharaReporters reports he was driving a black Mercedes ML jeep when four persons in a Toyota Sienna ambushed him, took vehicle and tracked phone to Mba Itoli before switch-off. Security memo says he is member of 33rd Regular and NDC 18, rescue efforts ongoing. ISIEC Chairman Charles Ejiogu reiterated LG elections will hold Sat Sep 26 across 4,758 PUs for 27 chairmen and 305 councillors. Police also arrested Jones Okechukwu Anyim, 29, of Umuokijo Mgbala Agwa, Oguta LGA on Sep 15 at 1620hrs for connection to foiled attack on Imo division.

Why It Matters: Abduction of a retired General in Owerri North is a new red line — if generals are not safe driving themselves, what of market women? Sep 26 LG polls and foiled attack arrest show Imo is at security-governance crossroads.

Anambra: Debt dispute with Peter Obi - facts and the fables

AWKA / ABUJA — Began Monday, September 14; latest turns September 16–18, 2026

The row began when Anambra Finance Commissioner Izuchukwu Okafor said the state is still repaying loans left by the Obi and Obiano administrations, that Governor Soludo has borrowed nothing from commercial banks, and that the debt burden is down more than 83 per cent. Obi, now the Nigeria Democratic Congress presidential candidate, rejected the claims, saying his administration cleared more than ₦35 billion in gratuity and other arrears and left office without outstanding salaries, pensions, gratuities or certified contractor payments.

On Wednesday, Information Commissioner Dr Law Mefor released a statement listing eight external loans, about $123.77 million in total, with about $92.35 million (about ₦127.37 billion) outstanding on June 30, 2026. It also said the Soludo government cleared about ₦22 billion in gratuity arrears and cited unpaid arrears for staff of the defunct Anambra Water Corporation. The same day, presidential spokesman Bayo Onanuga challenged Obi on X to honour an earlier pledge to quit the race if such debts were proven. Obi has called the disclosures campaign-season propaganda, according to reports citing Vanguard, and says he left ₦2.13 billion for an erosion project untouched.

Reliable sources say these listed loans were World Bank IDA credits to the Federal Government that were then passed on to states, a distinction they argue matters to who "borrowed." Commentary also cites former Secretary to the State Government Oseloka Obaze as saying he witnessed the March 2014 handover.

Why it matters: Anambra's books have become a front in the 2027 presidential contest, and Ndi Anambra are being asked to weigh competing figures. We have not audited either side's numbers; the Debt Management Office and handover records are the neutral test. One outlet printed the total as "$123.77 billion," which appears to be a misprint of million.

Delta: State touts ₦5bn grassroots push and rising revenue

ASABA — Friday, September 18, 2026

At a press briefing in Asaba, Commissioner for Works (Rural Roads) and Public Information Charles Aniagwu said the Oborevwori administration's reforms and empowerment programmes are meant to lift purchasing power, especially among low-income earners and small traders. He cited a directive to councillors to empower 200 people in each ward, and headlines put the grassroots injection at ₦5 billion. One report quoted him saying internally generated revenue has risen from about ₦75 billion to ₦204 billion; the excerpts we reviewed do not state the comparison years.

Why it matters: Delta's Igbo-speaking areas (Asaba, Ika, Aniocha, Ndokwa) are within our core zone, and empowerment schemes are rolling out as politicians position for 2027. Readers in those areas will want to see how beneficiaries are chosen.

DELTA (Anioma) — Security Summit Today in Asaba + N2m + Monthly Stipends for Returnees + Works Commissioner Suspended

Delta Govt convenes Delta Security Summit 2026 today Sat Sep 19 at Unity Hall, Government House Asaba, themed "Security: A Collective Responsibility", per SSG Dr Kingsley Emu. Invitees include service chiefs, NDLEA, NSCDC, LGA chairs, traditional rulers, PGs, youth leaders, transport unions and market women. Chief of Staff Johnson Erijo announced at Unity Hall reception Friday that repatriated indigenes from South Africa will get N2m support plus N200k monthly for individuals and N300k monthly for families from Aug 2026, plus free medical screening and trauma counselling. Govt suspended Commissioner for Works Highway & Urban Roads Mr Reuben Izeze for allegedly assaulting aide Mr Simon Mudi in viral video at PTI Effurun after APC Delta Central stakeholders meeting.

RCCG's Enoch and Folu Adeboye Dialysis Centre at FMC Asaba will be inaugurated Thu Sep 24 by Gov Oborevwori.

Why It Matters: For Anioma — Asaba, Ibusa, Ogwashi-Uku, Agbor, Kwale — security summit in Asaba must produce patrols in Agbor-Uromi road, not just speeches. Support for returnees is humane, but suspending a works commissioner for assault also tells contractors that impunity has a cost.

Developing Stories

State police bill goes to the assemblies: 24 of 36 must approve

ABUJA / ASABA — Wednesday, September 16, with reaction Friday, September 18, 2026

The Clerk of the National Assembly, Kamoru Ogunlana, announced on Wednesday that the Constitution (Sixth Alteration) Bill, 2026, has been sent to all 36 state Houses of Assembly. At least 24 must approve for the amendment to advance. He asked states to report back within 30 days but said that window is administrative, not a constitutional deadline. The Senate passed President Tinubu's executive version on June 24.

The framework describes a dual system of federal and state police, with state forces generally limited to their own state and the federal service keeping terrorism, cybercrime, inter-state crime and arms trafficking. On Friday, Delta Assembly Speaker Emomotimi Guwor, who chairs the Conference of Speakers, said assemblies have noted the announcement but are still awaiting formal copies, and that they will consider the bill once they receive it.

Why it matters: The assemblies in Abia, Anambra, Ebonyi, Enugu, Imo, Delta and Rivers will each cast a vote on a change that would reshape how kidnapping and armed-group violence are policed in our region. Reports differ on scope: Daily Trust says only the state police bill was sent, while other outlets describe wider items in the same bill. We found no statements yet on how South-East assemblies will vote.

Ebonyi: Youth coalition objects to alleged bid to shape Ebonyi North senate pick

ABAKALIKI — Wednesday, September 16, 2026

The Ebonyi Youth Coalition said it rejects what it described as an alleged attempt by Governor Francis Nwifuru to influence who is chosen as candidate for Ebonyi North Senatorial District in 2027. The group cited remarks it attributed to the governor at the Ojiji Izhi New Yam Festival in Amagu about sharing positions along Izzi kindred lines. This is a single-source report (Sahara Reporters) and we found no response from the governor's office. Separately, on September 13, Nwifuru defended his record at a cultural event, citing more than 500 kilometres of roads across the state's 13 local government areas.

Why it matters: Zoning and kindred arithmetic shape candidate selection ahead of 2027, and the dispute will show how contested that is inside Ebonyi's ruling party.

AFAM, OYIGBO — Tuesday, September 15, 2026 (three days old, still active)

Deputy Governor Ngozi Odu, who chairs the state's 2026 Flood Prevention and Management Committee, began distributing relief materials in Afam, headquarters of Oyigbo Local Government Area, and also in neighbouring Eleme. Oyigbo council chairman Okechukwu Akara Nwaogu said displaced residents were moved to a new camp at the council headquarters because the facility used in earlier floods was itself submerged.

Why it matters: Oyigbo is one of the Igbo-speaking areas of Rivers in our zone. The relocation of the camp shows the flooding has reached even the facilities meant to shelter displaced people.

Anambra: Police arrest seven, rescue kidnap victim

AWKA — Friday, September 18, 2026

Anambra police said officers of the IGP Violent Crime Response Unit arrested two suspects at Nimo, in Njikoka Local Government Area, over the alleged kidnapping of a man held for three days. Police say the kidnappers withdrew ₦7 million from his accounts and fled with his SUV, and that the suspects confessed. Seven suspects in all were arrested across the operations described. Earlier this week, police were still seeking the family of a 16-year-old abducted in Igbo-Eze South, Enugu, and abandoned near an Onitsha checkpoint on September 13.

Why it matters: The cases show kidnapping networks moving victims across the Enugu–Anambra border, which is one of the arguments in the state police debate.

Background & Analysis

Five governorship contests, two exceptions

Abia, Enugu, Ebonyi, Delta and Rivers all vote for governor in 2027; Imo and Anambra held their polls in November 2023 and November 2025 and are off cycle. Much of today's news reads as pre-campaign positioning. Otti is talking about succession, Enugu's Mbah released a compendium of what his government calls more than 10,000 milestones, ThisDay reported, and Nwifuru is defending his road record. INEC's display of cleared Enugu candidates lists 15 names, including Mbah (APC), Uchenna Nnaji (PDP), Chinyeaka Ohaa (NDC) and Obodoeze Ocho (ADC), Vanguard reported.

Party affiliation matters here: on the reporting we reviewed, Mbah, Nwifuru, Uzodimma, Oborevwori and Fubara are in the APC, Otti is in the Labour Party, and Soludo is in APGA. Readers may want to track how state programmes, from Delta's ward empowerment to Enugu's returnee grants, are timed against the campaign calendar.

Why it matters: The state police vote, the Anambra–Obi debt row and the empowerment drives are all easier to understand as 2027 moves than as isolated stories.

Watch List

Monday–Tuesday, September 21–22: The Central Bank of Nigeria's Monetary Policy Committee meets for its 307th session

From September 16, roughly 30 days:

Administrative window for state assemblies to respond on the state police bill.

IMSU: Whether Governor Uzodimma convenes the roundtable ASUU has asked for.

Anambra debt:

Whether either side publishes handover or Debt Management Office records.

Returnees:

Outcome of NIDCOM profiling of about 42 more Enugu families, and whether other South-East states hold receptions.

Coverage Notes

Thin or missing today: no fresh Imo government item beyond the IMSU strike; Rivers coverage is limited to Oyigbo flood relief; the Ebonyi assessment rests on one outlet; we found no local-government-level report for Delta's Igbo-speaking areas; and Anambra had no governor-level event we could confirm beyond the debt row. Recency threshold is 24–48 hours; the Anambra debt row, the state police bill and the Oyigbo flood relief are included as live follow-ups. We left out the Niger State custody deaths as outside our zone, and unverified crime reports.
