CVSS is a scoring system for the severity of a software vulnerability. The scores range from 0 to 10, but that doesn't mean it's a “10-point system”. A single value after a decimal (“8.7”) is allowed too, meaning there are 100 potential CVSS scores. But what if you need more precision?
