Newsflash: Notification of new consulation

⚠️ New Consultation Coming Soon ⚠️

In written answers published for the 5 November 2025 meeting of Sheffield City Council (Full Council), the Council has announced that there will be an extra public consultation on certain Examination documents submitted on or after 12th September 2025.

This extra round is happening because many documents were provided late to the Examination. Since public consultation closed, over 50 new evidence documents have been added - many commissioned or released after consultation ended, some only hours before relevant hearings.

👉 Check out our Hearing FAQs: an explainer on what the hearings are and why they matter for S13

The Council says the six-week consultation carried out in May-July this year is still valid, but this new consultation will allow comments on more recent documents.

What we know

  • The Council plans to contact everyone on its mailing list from the week beginning 10 November to invite comments.

  • There will be a three-week response period once the consultation opens.

  • Comments must be submitted to the Council (not directly to the Inspectors).

What we don’t know

  • Whether the consultation itself will open that week, or if the Council will simply announce the start date.

What the Working Group Is Doing

Our group will be working with our planning and legal team (including our barrister) to prepare a strong, evidence-based response on behalf of the community.

However, everyone will have the opportunity to make their own comments - and it’s vital that as many residents as possible take part.

We’re also liaising with the Programme Officer (Ian Kemp) to ensure we engage with the new consultation in the most effective way possible, despite the short timescale.

We’ll share updates and guidance as soon as the consultation officially opens - including clear advice on how you can make your voice heard.

Official response from Sheffield City Council

Below is the exact wording released by the Council in response to Michael Parkin’s question at the 5th November Full Council meeting.

Note: since the 3rd November date has passed, we assume the Council will be working to the 10th November date

“We will be inviting comments on other documents that were submitted to the Examination on or after 12th September 2025. This will therefore cover all documents that were published after the Notice for the Stage 3 and Stage 4 Hearings was published on the Examination website (4th September). We consider that participants in the hearings had adequate time to consider documents published before 12th September.

“We should stress that this extra consultation is a result of information being provided late to Examination and that the main consultation earlier in the year remains valid.

“We expect to write to everyone about the opportunity to comment on the Examination documents in the week commencing either 3rd November or 10th November – this will include all those who commented at the draft plan stage (Regulation 19) or who commented on the proposed additional site allocations, as well as all other individuals and organisations on our mailing list. We will allow 3 weeks for comment on the documents.

“Not all the documents that have been submitted since 12th September were produced by the Council - some were submitted by site promoters and by groups objecting to the Plan. Most of the documents are already on the Examination website, but we are also working on a small number of additional documents requested by the Inspectors. The Inspectors have requested that comments are not submitted directly to them and should be sent to the Council during the 3-week consultation period.”
