4/22 Update: Chrome Hill Solar project — key dates
Neighbors,
I'm writing to make sure everyone is aware of the project that's being proposed on the farm of Sam Fielder III at 1121 Rigdon Road — the 122.6-acre property off Rigdon Road.

What's being proposed
Chrome Hill Solar, LLC has applied to the Maryland Public Service Commission for permission to build a 5.0 megawatt community solar facility on the property. According to their filing, the facility would cover approximately 44.3 acres (more than the original 30 acres that was first communicated) of the 122.6-acre site and include solar panels, inverters, electrical equipment, a gravel access drive, perimeter fencing, and a landscape buffer. The property is currently zoned Agricultural.
The application was filed on April 20, 2026. The state has docketed it as Case No. 9874, and the case has been assigned to Public Utility Law Judge Jennifer J. Grace. Because the project is larger than 2 megawatts, it is being reviewed at the state level through a Certificate of Public Convenience and Necessity, rather than solely by Harford County.
Where things stand
Two procedural documents were issued by the Commission on April 21, 2026, and I've attached both:
A Notice of Procedural Dates that sets June 4, 2026 as the first key deadline. By that date, the Department of Natural Resources' Power Plant Research Program must report on whether the application is complete, and any party who believes Chrome Hill Solar failed to comply with the state's pre-application consultation requirements must file a letter identifying the alleged deficiency (https://drive.google.com/file/d/1495ascVHaLuJQB_5ItaoIY6f5BTOLgLP/view?usp=drive_link).
A First Bench Data Request directing Chrome Hill Solar to provide additional information within 30 days (roughly May 21, 2026) on a broad list of topics: agricultural soil loss, viewshed analyses at Years 0, 2, 5, and full maturity of the landscape buffer, decommissioning costs at end of life, reflective glare on neighboring properties, forest impacts, water and wetland impacts, protected areas within one mile, and the developer's consultation record with Harford County, among others (https://drive.google.com/file/d/17Oo0xiJ0qkSwgBMaDDQ0r7fkC9OFEpNA/view?usp=drive_link).
This kind of data request is standard procedure for any solar CPCN application — it's not a sign that the judge has unusual concerns about this particular project. But it does mean that within the next month we'll have a much more detailed picture of what is actually being proposed.
A pre-hearing conference will be scheduled at a later date and will be another opportunity for public input. I'll share that date as soon as it's announced.
