Manitoba's Temporary Worker Support

In response to the growing need for skilled workers and the contribution of temporary residents to Manitoba's economy, IRCC has approved Manitoba's request to extend temporary resident status for certain potential nominees. These individuals, mainly post-graduation work permit holders, are part of Manitoba's Skilled Worker Provincial Nominee Program Expression of Interest pool. The extension allows them to continue working in Manitoba while their applications for the Provincial Nominee Program are processed. This measure aims to support key job vacancies in Manitoba, contributing to economic growth and cultural diversity.

New Off-Campus Work Rules

The new changes to off-campus work hours for international students are designed to enhance the balance between work and study while maintaining academic excellence. Previously, students were allowed to work more than 20 hours per week off-campus, but this policy has now been adjusted. Starting April 30, 2024, international students can work up to 24 hours per week off-campus this fall, allowing them to focus primarily on their studies while still having the option to work if necessary. The policy also accommodates students during academic breaks, allowing them to work unlimited hours.

Start-up Visa and Self-Employed Programs

To address processing times and backlog issues, changes have been made to Canada's Start-up Visa and Self-Employed Persons programs. For the Start-up Visa Program, priority processing will be given to entrepreneurs whose start-ups are supported by Canadian capital or by business incubators that are part of Canada's Tech Network. Additionally, a cap has been introduced on the number of permanent residence applications accepted for processing each year to ensure a focus on the most promising proposals.

As for the Self-Employed Persons Program, a full pause on application intake has been implemented to address processing delays. This program offers a pathway to permanent residence for individuals with notable experience in arts, culture, recreation, or sports. During the pause, IRCC will continue to process applications from the backlog while exploring options for program reform to ensure efficiency and integrity.

Support for Hong Kong Applicants

Considering developments in Hong Kong, Canada continues to stand by Hong Kong nationals and support their freedom and democracy. To address processing delays for permanent residence applications from Hong Kong residents in Canada, a new public policy has been introduced. This policy allows eligible applicants to extend their status and obtain open work permits while awaiting a decision on their permanent residence applications. The policy aims to provide support and stability to Hong Kong residents in Canada during this time of uncertainty.

LMIA Updates

Labour Market Impact Assessment (LMIA) decisions issued for applications received as of May 1, 2024, are now valid for up to 6 months. LMIA is a document issued by Employment and Social Development Canada (ESDC) that allows Canadian employers to hire foreign workers for specific job positions when qualified Canadians or permanent residents are not available.

Permanent Residency Fee Increase

As of April 30, 2024, fees for all permanent residence applications have increased as part of a routine update. This fee increase affects various immigration programs and application types. It's essential for applicants to consult the IRCC online fee chart to determine the updated fees for their specific application category. The fee increase aims to support the delivery of immigration services and programs while maintaining the integrity and efficiency of the immigration system.

Parent and Grandparent Sponsorship

Starting May 21, 2024, IRCC will randomly invite potential sponsors who submitted an interest to sponsor form in 2020 to apply for the 2024 intake of the parent and grandparent sponsorship program. This program allows eligible Canadian citizens and permanent residents to sponsor their parents and grandparents for permanent residence in Canada. The random selection process aims to manage the intake of applications and ensure fairness in the sponsorship process. IRCC will send invitations to a predetermined number of potential sponsors over the course of approximately two weeks, with the goal of accepting a specified number of complete sponsorship applications.

Passport and Permanent Residence Fee Updates

Automation technology has been implemented to streamline adult passport renewal processes, improving efficiency while maintaining rigorous standards.
