Simplified Co-op Work Permit Requirements
As of April 1, 2026, Immigration, Refugees and Citizenship Canada (IRCC) has simplified the process for post-secondary international students completing mandatory co-op placements.
Eligible students whose programs require work experience, such as co-ops or internships, may no longer need a separate co-op work permit. Instead, their study permit may be sufficient to authorize this work.
• This change applies only where the work placement is an integral part of the academic program
• Students with co-op work permit applications already in process do not need to take further action
• IRCC will withdraw eligible pending co-op work permit applications
This update is intended to streamline the process and reduce administrative burden for international students.
Potential Expansion of Work Authorization for Students and Graduates
IRCC is considering additional measures to expand work authorization for international students and recent graduates. While these changes are not yet finalized, proposals include:
• Allowing students to continue working while awaiting decisions on study permit extensions
• Providing work authorization for graduates waiting on Post-Graduation Work Permit decisions
• Standardizing work rules during scheduled academic breaks
These proposed updates aim to reduce uncertainty and provide greater flexibility for students transitioning into the workforce.
Express Entry Reform Under Consideration
Canada may be moving toward a significant overhaul of the Express Entry system.
Proposed changes include the creation of a new single federal economic immigration class that would replace existing programs, such as:
• Federal Skilled Worker Class
• Canadian Experience Class
• Federal Skilled Trades Class
Public consultations are expected to take place in 2026. While these changes are not yet in effect, they could represent a major shift in how candidates are selected for permanent residence.
Extended Work Permit Measures for Ukrainians
Canada has extended certain temporary work permit measures for Ukrainians and their family members.
Eligible individuals who arrived in Canada on or before March 31, 2024, or were approved to arrive by December 31, 2024 now have until March 31, 2027, to apply for:
• A new or extended open work permit for up to three years
Standard processes continue to apply for study permits and visitor status extensions. These measures aim to provide continued support and stability for those affected by the ongoing conflict.
As Canadian immigration policies continue to evolve, staying informed is key. At R&R Law LLP, we are dedicated to guiding individuals and businesses through every stage of the immigration process. Whether you’re studying, working, or planning your next steps in Canada, our team is here to provide clarity and support.
