White House OSTP Director Michael Kratsios accused Moonshot AI of "industrial-scale distillation" of Anthropic's Fable to train Kimi K3, which shipped weeks after Fable's July 1 launch. Treasury Secretary Scott Bessent said sanctions and Entity List designations are "on the table," also citing Nvidia GB300 servers allegedly routed through Thailand. No sanctions have landed as of July 23. AI researchers called the weeks-long distillation claim "technically implausible." Why it matters.
