SOAR v2.4.16 Release - Maintenance Update

We're pleased to announce SOAR v2.4.16, a focused maintenance release that enhances system reliability and stability across the platform.

Key Improvements

Error Handling Consistency
- Fixed AWS Step Functions retry logic to properly catch Lambda throttling exceptions
- Corrected TooManyRequestsException to Lambda.TooManyRequestsException in state machine configurations
- Improved resilience during high-concurrency operations

Recent Stability Enhancements (v2.4.11-v2.4.15)
- Enhanced robustness in local suppression checking functions
- Pinned Python library versions across all SOAR functions for consistent builds
- Fixed account reassignment processor permissions using generic ProductArn defaults
- Improved Lambda enrichment to use actual ARNs from alarm generators
- Enhanced DynamoDB permissions for CloudWatch context enrichment with GSI access
- Removed unreliable heuristics fallback logic and added complete event logging
