Justice For Myanmar and ICJ Norway welcome the Norwegian police's decision to file charges against Telenor ASA for sanctions violations and complicity in crimes against humanity in Myanmar.

The charges were filed on September 15, and the police raided the Telenor ASA office the same day.

The action followed a police complaint filed by Justice For Myanmar and ICJ Norway on December 19, 2024, alleging violations of Norwegian sanctions from 2018 to 2022 under the Myanmar Regulation (‘Myanmarforskriften’). The complaint, which included extensive documentary evidence, alleged that Telenor maintained sanctioned surveillance equipment and transferred it to a Myanmar military-linked buyer when it exited the country in 2022.

When the complaint was rejected without investigation, Justice for Myanmar and ICJ Norway filed a further complaint on October 10, 2025 to a higher prosecutorial authority. The complaint was at the same time extended to also encompass aiding and abetting crimes against humanity over Telenor’s sharing of sensitive data with the military junta that has been linked to grave human rights violations.

Terje Einarsen, Head of the Board of ICJ Norway, says: "We have for a long time awaited a serious and independent police investigation, and we are happy that this now seems to be the case. The allegations concern different possible crimes that are related to a very serious human rights situation and brutal persecution of democracy activists and human rights defenders in Myanmar. It is simply necessary to clarify the responsibility of Telenor, and depending on the evidence, also possible responsibilities of individuals."

Justice For Myanmar spokesperson Yadanar Maung says: "We welcome the Norwegian police's decision to finally open investigations into Telenor for its violations of Norwegian and international law in Myanmar. Extensive documentation showing Telenor's transfer of spyware and the sharing of sensitive data with the illegal military junta was shared with the police, which clearly demonstrated the complicity of the company and its senior executives. Telenor must be held fully accountable for the harm it caused, including in aiding and abetting the junta's arbitrary arrests, torture, killings and executions through knowingly providing it with personal data."

ICJ Norway ၏ ဘုတ်အဖွဲ့ဥက္ကဋ္ဌ Terje Einarsen က “ကျွန်တော်တို့ဟာ လေးနက်ပြီး လွတ်လပ်တဲ့ ရဲတပ်ဖွဲ့ရဲ့ စုံစမ်းစစ်ဆေးမှုတစ်ရပ်ကို အချိန်အတော်ကြာ စောင့်ဆိုင်းခဲ့ရပါတယ်၊ အခုတော့ ဒီလိုဖြစ်လာဖို့ အလားအလာရှိနေတဲ့အတွက် ကျွန်တော်တို့ ဝမ်းမြောက်မိပါတယ်။ ဒီစွပ်စွဲချက်တွေဟာ မြန်မာနိုင်ငံက အလွန်စိုးရိမ်ဖွယ်ကောင်းတဲ့ လူ့အခွင့်အရေးအခြေအနေတွေ၊ ဒီမိုကရေစီရေး တက်ကြွလှုပ်ရှားသူတွေနဲ့ လူ့အခွင့်အရေး ရပ်ခံကာကွယ်သူတွေအပေါ် ရက်ရက်စက်စက် နှိပ်ကွပ်မှုတွေနဲ့ ဆက်စပ်နေနိုင်တဲ့ ဖြစ်နိုင်ခြေရှိတဲ့ မတူညီသော ရာဇဝတ်မှုတွေကို ရည်ညွှန်းနေတာပါ။ တယ်လီ‌နောရဲ့ တာဝန်ရှိမှုကို ရှင်းလင်းဖော်ထုတ်ဖို့ မဖြစ်မနေ လိုအပ်ပါတယ်။ အထောက်အထားတွေအပေါ် မူတည်ပြီး လူပုဂ္ဂိုလ်တစ်ဦးချင်းစီရဲ့ ဖြစ်နိုင်ခြေရှိတဲ့ တာဝန်ရှိမှုတွေကိုလည်း ဖော်ထုတ်ဖို့ လိုအပ်ပါတယ်” ဟု ပြောကြားခဲ့သည်။

Justice For Myanmar ၏ ပြောရေးဆိုခွင့်ရှိသူ မရတနာမောင်က “မြန်မာနိုင်ငံမှာ နော်ဝေဥပဒေနဲ့ နိုင်ငံတကာဥပဒေတွေကို ချိုးဖောက်ခဲ့မှုတွေအတွက် တယ်လီနောအပေါ် အခုလို နောက်ဆုံးမှာ စုံစမ်းစစ်ဆေးမှုတွေ စတင်လုပ်ဆောင်ဖို့ နော်ဝေရဲတပ်ဖွဲ့ရဲ့ ဆုံးဖြတ်ချက်ကို Justice For Myanmar က ကြိုဆိုပါတယ်။ တယ်လီနောက တရားမဝင်စစ်အုပ်စုဆီ ထောက်လှမ်းရေးဆော့ဝဲလ် လွှဲပြောင်းပေးခဲ့တာနဲ့၊ အရေးကြီးပြီး ထိရှလွယ်တဲ့ အချက်အလက်တွေ မျှဝေပေးခဲ့တာတွေကို သက်သေခံဖော်ပြနိုင်မယ့် အထောက်အထားမှတ်တမ်း အများအပြားကိုလည်း ရဲတပ်ဖွဲ့ထံ ပေးပို့ထားပြီးဖြစ်ပါတယ်။ ဒီအထောက်အထားတွေက ကုမ္ပဏီနဲ့ သူတို့ရဲ့ အကြီးတန်းအရာရှိတွေရဲ့ ကြံရာပါပတ်သက်မှုကို ရှင်းရှင်းလင်းလင်း သက်သေပြနေပါတယ်။ တယ်လီနောအနေနဲ့ ပုဂ္ဂိုလ်ရေးအချက်အလက်တွေကို သိလျက်နဲ့ စစ်အုပ်စုဆီ ပေးအပ်ခဲ့ခြင်းကတဆင့် စစ်အုပ်စုရဲ့ မတရားဖမ်းဆီးမှုတွေ၊ ညှဉ်းပန်းနှိပ်စက်မှုတွေ၊ သတ်ဖြတ်မှုတွေနဲ့ ကွပ်မျက်မှုတွေကို အားပေးကူညီခဲ့တာတွေ အပါအဝင်၊ မြန်မာပြည်သူတွေအပေါ် ဖြစ်ပေါ်စေခဲ့တဲ့ ထိခိုက်နစ်နာမှုတွေအတွက် တယ်လီနောကို အပြည့်အဝ တာဝန်ခံစေရမှာ ဖြစ်ပါတယ်” ဟု ပြောကြားခဲ့သည်။
