House Passes Stopgap Spending Bill to Avert Government Shutdown Through December 4

The U.S. House of Representatives passed a continuing resolution Tuesday night to extend federal government funding through December 4, averting a potential shutdown when current spending authority expires September 30. The measure passed largely along party lines by a vote of 220-205, with six Democrats voting in favor and only one Republican, Rep. Thomas Massie of Kentucky, voting against.

House Speaker Mike Johnson managed to hold his narrow majority together after weeks of internal Republican disputes, including a prolonged standoff over voter identification legislation. House Appropriations Committee Chair Tom Cole, who led efforts on the resolution, framed the early action as a preemptive move against what Republicans characterized as Democratic obstruction in the Senate. 'Our conference refuses to let the obstruction and inaction of Senate Democrats trigger another manufactured shutdown at the end of September,' Cole said.

House Democratic leaders opposed the measure, with Ranking Member Rosa DeLauro arguing it was 'hastily' conceived and objecting to the inclusion of border patrol funding without what she described as substantial reforms to Customs and Border Protection. Democrats also cited the bill's failure to block funding for CBP and ICE operations tied to the Trump administration's immigration enforcement agenda. DeLauro nonetheless acknowledged that a stopgap funding measure was 'necessary.'

The bill now moves to the Senate, where it will require bipartisan support to advance. Senate Majority Leader John Thune has indicated he is crafting his own version of a continuing resolution, and Senate Republican and Democratic leaders have described their positions on broader government spending as far apart. The Senate has passed none of the 12 annual appropriations measures required for the fiscal year beginning October 1, nor have any advanced through committee.

The outcome carries significance heading into the November midterm elections, with House Republican leaders signaling plans to highlight Democratic votes against the funding bill on the campaign trail. Senate Majority Leader Thune has also indicated he may withhold action on a separate reconciliation package until the government funding question is resolved, adding additional pressure to spending negotiations in the coming weeks.
