Virginia Voters Decide Redistricting Referendum With House Control in the Balance

Virginia voters are casting ballots Tuesday on a constitutional amendment that would temporarily grant the Democratic-controlled General Assembly the power to redraw the state's congressional district boundaries. If approved, the measure — already passed by the legislature in February and signed by Democratic Gov. Abigail Spanberger — would reshape Virginia's 11 congressional districts in a way that could give Democrats the advantage in as many as 10 of them, a net gain of four seats from the current six-to-five Democratic split.
Polling indicates an extremely tight outcome, with most surveys showing the 'yes' side holding a slim edge near or within the margin of error. An April 15 poll by Quantus Insights showed approximately 51 percent of likely voters in favor of the amendment versus 47 percent opposed, with a margin of error of about three percentage points. President Trump held a tele-rally the night before the vote, urging Republicans to the polls and calling the referendum a 'shameful' attempt to 'disenfranchise' Republican voters, while former President Barack Obama cut a television advertisement supporting the measure, arguing it would 'level the playing field.'
The referendum is the latest development in a mid-decade redistricting conflict that escalated in July 2025, when Texas Republican lawmakers, at Trump's urging, redrew their congressional map to benefit Republicans — an unusual move outside the traditional post-Census redistricting cycle. Trump subsequently pressed Republican-led legislatures in other states, including Missouri, to make similar changes. Democrats in states such as California responded with their own remapping efforts, with California voters approving altered maps by a more than two-to-one margin.
Opponents of the Virginia measure, including former Republican governors Glenn Youngkin and George Allen, have pointed to Princeton University's Gerrymandering Project grading Virginia's existing maps as among the fairest in the country, hoping that distinction persuades independent voters to reject the change. Obama's prior public statements against partisan gerrymandering have been used in 'no' campaign advertisements, though Obama disputed that framing in his recent endorsement spot. Groups backing the referendum have significantly outraised those opposing it, according to the nonpartisan Virginia Public Access Project.
The stakes extend well beyond Virginia's borders. The U.S. House is currently divided 217-to-213 in favor of Republicans, meaning a shift of just a few seats could determine which party controls the chamber for the final two years of Trump's term following the 2026 midterm elections. Under the proposed amendment, the General Assembly's redistricting authority would expire in October 2030, when power would revert to the state's nonpartisan redistricting commission. New district boundaries, if the referendum passes, would be in place in time for the November midterms.
