Canada's retaliatory tariffs, ranging from 15 to 50 percent on roughly $20 billion worth of U.S. imports including steel, aluminum, dairy, appliances and clothing, took effect this week, answering a new round of U.S. tariffs that went into force on August 22 targeting nearly $20 billion in Canadian products.

The tension is felt acutely in the twin border towns of Fort Frances, Ontario, and International Falls, Minnesota, where residents share family ties, social networks and a long history of cross-border commerce. Fort Frances Mayor Andrew Hallikas said Canadians are "irate" at Trump over his tariff policies and his repeated suggestions that Canada should become the 51st U.S. state, calling that prospect flatly impossible. "You cannot imagine how angry that makes us," Hallikas said. "We will never become the 51st state." American business owners in International Falls have reported declining sales from Canadian customers, while both communities wait uncertainly for the trade dispute to resolve.

Market research firm Narrative Research, which has tracked Canadian attitudes for roughly 18 months, says the drive to buy Canadian is "not a fleeting sentiment" and is expected to last. Canadian Prime Minister Mark Carney accused the United States of inserting last-minute demands into trade negotiations — terms he described as "uneconomic, unfair" and damaging to Canada's interests — before talks collapsed ahead of the latest round of U.S. tariffs. Economists at advisory firm Oxford Economics note that direct price impacts on consumers remain modest for now, given that targeted goods represent a small share of the average consumer basket, but warn that a prolonged or deepened trade war could bring rising prices and job losses. Both nations have signaled they remain at an impasse, with no clear timeline for resolution.
