House Passes Ukraine Aid Bill in Second Major Foreign Policy Break With Trump This Week

The U.S. House of Representatives passed legislation Thursday to provide aid to Ukraine and impose sanctions on key segments of the Russian economy, defying Republican leadership in a 226-195 vote. Eighteen Republicans crossed party lines to join Democrats in backing the Ukraine Support Act, sponsored by Rep. Gregory Meeks, D-N.Y. The bill would deliver more than $1 billion in security and reconstruction aid and authorize $8 billion in financing loans for Ukraine's defense operations.

Supporters forced the vote through a discharge petition, a legislative tool that allows a majority of the House to bypass leadership when 218 signatures are obtained. The maneuver has been used several times this Congress to advance bills on topics including the release of Jeffrey Epstein files and extension of Affordable Care Act health care subsidies. Republican leaders opposed the measure, with House Foreign Affairs Committee Chairman Brian Mast, R-Fla., calling it "a cudgel to fight against President Trump" and an "unserious bill" drafted roughly a year and a half ago. Rep. French Hill, R-Ark., argued the legislation was flawed and outdated and could reduce NATO spending.

Supporters of the bill made the case in moral and strategic terms. Rep. Don Bacon, R-Neb., who broke with his party to vote yes, framed the choice as one between good and evil. Rep. Gregory Meeks argued the core question was whether the House would help Ukraine negotiate from a position of strength or allow Russia to outlast American resolve. Rep. Brian Fitzpatrick, who signed the discharge petition, said the vote would send a message to Ukrainian soldiers and signal to Russian President Vladimir Putin that support for Ukraine remains alive in Congress.

The vote marks the second significant foreign policy rebuke of President Trump by the House in as many days. On Wednesday, the House approved a war powers resolution seeking to halt U.S. military action against Iran, the first time such a resolution has passed the chamber. The White House dismissed that resolution as an unconstitutional restriction on presidential power.

Despite its passage in the House, the Ukraine Support Act faces long odds of becoming law. The bill must clear the Senate, where it is unlikely to reach the 60 votes needed to advance without presidential backing, and would then require Trump's signature. Supporters nonetheless expressed hope that the House vote would pressure the Senate to take up the issue. The legislation comes as ceasefire negotiations between Russia and Ukraine remain stalled, with talks in Geneva, Abu Dhabi, and Istanbul having failed and Ukrainian President Volodymyr Zelensky calling Thursday for a direct face-to-face meeting with Vladimir Putin.
