An interesting point was made that the Russian military tends to use Telegram while the Ukrainian military mostly uses Signal. My understanding is that the Ukrainian military uses Telegram for fundraising, and everyone uses Telegram to share information. Also, Ukrainian national services are run on top of Telegram bots. Or at least, they were.
