Day 178. Ukraine marked 35 years of independence Monday, its fifth Independence Day under Russia’s full-scale invasion. Volodymyr Zelensky put the day’s wager into eight words: “Putin hopes that we are tired. But we know that he is mortal.”
Britain promised support “for as long as it takes.” Moscow’s wager runs the other way: keep fighting while waiting for Ukrainian capacity and Western attention to thin. That can sound like two equal bets on endurance. The arithmetic isn’t equal.
Ukraine extended general mobilization for another 90 days in July. Its defense ministry says the army needs new personnel so people who have served for four years can eventually leave.
Russia says about 200,000 people signed military contracts in the first half of 2026 and another 16,000 joined volunteer formations. The figures aren’t independently verifiable, but budget data broadly supports the recruitment pace. Meduza found that enlistment returned to the Kremlin’s target of roughly 1,000 people a day during the second quarter and that the army currently has no shortage of new recruits. The pressure is on the price: regions are paying larger bonuses to keep the flow moving.
Outside weapons can change the battlefield arithmetic. Air defenses keep people alive. Drones substitute for some troops. Long-range weapons impose costs behind the front. None enlarges Ukraine’s recruitment pool.
Russia is filling a larger pool with paid contracts. Ukraine is compelling service from a smaller one. An attritional war does not treat those systems equally.
Everyone’s plan is for the other side to tire first. The reserves aren’t equal.
Scott Bessent unveils Monday the package Trump has called an “economic D-Day,” aimed less at Iranian firms than at the governments that host the entities moving Iranian money — with China, buyer of roughly 90% of Iran’s crude exports, the unnamed address. The rial opened at 2.02 million to the dollar against a central-bank rate near 1.5 million, and the IMF expects Iranian output to contract more than 5% this year. Tehran’s answer came from security chief Mohsen Rezaei, who said any state joining the campaign would be “considered an enemy of — and a target for — Iran.”

Iran’s National Security Commission approved Article 3 of its Hormuz plan, billing “authorised” vessels for navigation, insurance, fueling and safety services payable in rials or whatever currency Tehran will take, spokesman Ebrahim Rezaei said. The Ports and Maritime Organization followed Monday with the enforcement half: ships that break its protocols face fines, detention or confiscation, and any vessel taking a ship-to-ship transfer from them joins the same list.
Mohammed bin Salman is in Paris through Aug 25, and a Macron adviser says the work on alternatives to Hormuz is “quite advanced”: an Aramco study to widen the East-West line from Abqaiq to Yanbu, Egypt’s Sumed, the UAE’s Habshan–Fujairah, and $500M of CMA CGM logistics corridors in Oman. The strait normally carries about a fifth of the world’s seaborne crude; it hasn’t carried anything like that since February.
Nearly a dozen European leaders marked the anniversary in Kyiv — British Prime Minister Andy Burnham on his first foreign trip, European Council President Antonio Costa, and Norway’s Jonas Gahr Store with $9B pledged for 2027 — while no US representative appeared among the participants. Zelensky pressed the EU to move its €90B loan quickly against a $27B hole in Ukraine’s military budget; UN figures the bloc cited counted 437 civilians killed in July, the deadliest month since May 2022.
SPEEA’s professional unit rejected the four-year offer 64.3% and authorized a walkout 87.8%; the technical unit went 71.9% and 89.7%, on 92% turnout across about 17,000 members. Contracts run to Oct 6, and a stoppage would land on certification work for the 737 Max 10 and 777-9, both already years late.
Brent eased 1.4% to about $93 and WTI 1.6% to about $85.70 on Monday, handing back part of a week that ran more than 5% higher. Traders read it as profit-taking rather than a supply reappraisal; Saxo Bank’s Ole Hansen puts the sharper stress downstream, where diesel cracks touched $102 a barrel for the first time.
