Day 181. Read Treasury’s designations and the threat is scoped to people and entities in five Iranian sectors. Read Bessent’s prepared remarks and the audience widens to countries—Iran’s partners, handed a timeline, told the clock is ticking. The gap between legal instrument and political warning is standard coercion design: write the authority narrowly enough to use, announce the consequence broadly enough to travel. Scott Bessent was on the Soros team that shorted sterling in 1992, then ran the fund’s 2013 yen short as chief investment officer. Few Treasury secretaries have arrived with more direct experience of the moment a currency defense stops working. He has now made access to the U.S. dollar system conditional on behavior.

Set that against the ledger he inherited. Gross federal debt crossed $40T five weeks before the Joint Economic Committee’s June projection. At the latest IMF count, the dollar held 57.13% of world foreign-exchange reserves, down from 71% in 2000. Treasury carries its 8,133 tonnes of gold at $42.22 an ounce—$11B on paper, roughly $1.2T at Wednesday’s market price.

A trader wouldn’t call this a short on the dollar. He’d call it an option. Every threat to dollar access makes the reserve asset with no issuer easier to see. No public proposal says Bessent plans to revalue Treasury’s gold, and Congress would have to change the statutory price before Treasury could monetize the difference. But the machinery isn’t imaginary. The 1934 revaluation supplied $2B to create the Exchange Stabilization Fund. Last fall Bessent used it for Argentina’s $2.5B draw on a $20B swap line; Argentina repaid it in January.

Justice Department Dusts Off an 1800s Prize Statute to Claim Iranian Oil

Aaron Reitz, US attorney for the Southern District of Texas, says the department is reviving prize courts under 10 U.S.C. § 883 to convert tankers taken since the April blockade into war prizes rather than run them through civil forfeiture. The authority hasn’t been used in modern times, and maritime lawyers are already asking whether undeclared hostilities trigger it at all.

Ras Laffan Ships 18 Cargoes Where It Once Shipped 509

Qatar’s LNG exports have fallen 96% in the six months since the war opened—509 cargoes down to 18—costing roughly $24B in sales, on ICIS data compiled by Reuters. QatarEnergy has declared force majeure on some long-term contracts and puts repairs to the Ras Laffan complex at about $20B a year for as long as five years.
