Day 152. Welcome to Iraq. Overnight, U.S. and Saudi jets struck bases belonging to the Popular Mobilization Forces, or PMF—a state-funded umbrella of mostly Shiite armed groups formally incorporated into Iraq’s security forces. Several powerful factions nevertheless retain their own commands and close ties to Tehran’s Axis of Resistance. CENTCOM says the strikes answered more than 30 IRGC-directed drone attacks over 72 hours. The Islamic Resistance in Iraq denies the Saudi attacks. Iraq’s president says the targets were official security institutions and the strikes violated Iraqi sovereignty.

That disagreement isn’t semantics. It’s a sovereignty crisis built into the Iraqi state. The government recognizes and pays the PMF but can’t reliably decide where every faction points its weapons. The autonomous Kurdish north has its own government and Peshmerga, and hosts American troops and Iranian Kurdish opposition groups. The fight isn’t simply Iraq against an outside power. It’s also a fight inside Iraq over who gets to decide when the country is at war.

The arsenal didn’t appear overnight. Washington covertly armed Iraqi Kurdish rebels in the 1970s, tilted toward Saddam’s Iraq as a counterweight to revolutionary Iran in the 1980s, then spent billions arming Iraqi forces after the 2003 invasion. Iran expanded and embedded its militia network in the order that followed. That doesn’t prove who launched this week’s drones; the attacks remain disputed. It explains why armed actors serve overlapping governments, parties and foreign patrons.

Meanwhile, Iran has fired missiles at American positions in Jordan again. The pause is over. The map is crowded.

Washington stocked one shelf. Tehran stocked another. Iraq got the bar fight.

The Revolutionary Guard launched multiple ballistic missiles at Muwaffaq Salti Air Base in Jordan around 5:45 p.m. ET Tuesday—about two hours after Netanyahu left the White House—and U.S. and Jordanian air defenses intercepted all of them, with Jordan counting five.
