Stripe Bids $53B for PayPal as Japan Cuts Crypto Tax to 20% | ethereum.miami

ETH climbed 4.3% to $1,876 on Tuesday as a cooler-than-expected U.S. inflation print gutted rate-hike expectations. June CPI pulled Fed hike odds from 43% to 13%, sending risk assets higher across the board. Stripe Goes After PayPal

Stripe and private equity firm Advent International submitted a $53 billion offer for PayPal, a 28% premium to Tuesday's closing price. PayPal has so far been reluctant to engage with the bid, which followed an earlier expression of interest. If completed, the deal would combine the two largest independent payments processors and create a company handling trillions in annual volume.

The implications for crypto infrastructure are significant. Stripe already processes stablecoin payments for merchants and integrated USDC settlement last year. PayPal operates its own stablecoin, PYUSD, issued by Paxos. A merger would consolidate stablecoin distribution across millions of merchants and hundreds of millions of consumer accounts. Whether regulators would allow that concentration is another question entirely.

Japan Rewrites the Tax Code

Japan's parliament passed legislation recognizing crypto as a financial product and establishing a separate tax rate of approximately 20%, down from the current maximum of 55%. The move aligns Japan's treatment of digital asset gains with its existing capital gains framework for equities and other financial instruments.

A 55% top rate had driven Japanese traders offshore and pushed institutional capital toward more favorable jurisdictions. The new rate, effective once implementing regulations are finalized, removes one of the steepest tax penalties among major economies. Japan already had among the most developed regulatory frameworks for exchanges; the tax reform fills a gap that the industry had lobbied to close for years.

US-UK Stablecoin Pact Takes Shape

The U.S. and UK released joint recommendations to align stablecoin and tokenization regulations, backing cross-border stablecoin use and tokenized markets without establishing binding rules. The framework sets a shared direction for interoperability, a precondition for institutional adoption of on-chain settlement at scale.

Separately, the UK announced plans to issue the first G7 digital sovereign bond by early 2027, using HSBC's Orion platform within the Bank of England and FCA's Digital Securities Sandbox. The pilot will test whether blockchain-based settlement can meaningfully reduce costs and settlement times for government debt. Circle, whose USDC is the most widely used regulated stablecoin in cross-border settlement, stands to benefit from any framework that legitimizes stablecoin rails between the two largest English-speaking financial centers.
