💸 Visitor Levy funds - ‘Compromised’ George St plans in the bin
Thursday 12th February saw a Full Council meeting to decide on the spending breakdown for Visitor Levy funds - a ‘tourist tax’ providing a welcome additional revenue stream, acclaimed as the biggest cash injection to the local authority this side of the millenium. You can watch the webcast here, with the various parties setting out their positions for how funds should be spent, within the legislative constraints for doing so placed on the council by the Scottish Government.
The biggest cycling-related impact came from the acceptance of an SNP Amendment [PDF, page 5] by the administration, which included:
“...the George Street and First New Town project, in its current iteration, should be reprioritised to consider improvements to Princes Street which has a larger footfall and for officers to consider how active travel initiatives could be developed across the city centre.
In the compromised form which it has ultimately taken, we are concerned that the George Street and First New Town project risks pleasing no one – not enough economic development opportunity for businesses affected, yet too much vehicular access to deliver the active travel benefits hoped for. We still believe that radical changes to George Street and its cross streets are needed for it to serve properly as the lynchpin of the City Centre West-East Link, but we believe that, in the project’s current diluted form, it should be delayed to allow VL income to focus on Edinburgh’s most important and iconic (though currently sadly ailing) thoroughfare – Princes Street.
This would include public realm interventions to improve pedestrian and active travel experience and dealing with public transport congestion. Most importantly, it would involve delivering a more ambitious and transformative vision than the rejected Princes Street and Waverley Valley Strategy. Retaining the £200,000 allocated by officers to developing a new master, our plan commits to retaining the EVL funds which would otherwise have been spent on George Street instead to implementing this new vision – a fitting restoration for the true centrepiece of our city centre.
This is a significant development on a number of fronts; it seems to suggest chucking away millions of pounds on what were near ‘shovel-ready’ designs for George St, in favour of a more holistic ‘city centre’ approach that takes in Princes St too. Perhaps that’s being misread by ourselves and the local rags, and this is only yet another delay.
The SNP group are not necessarily wrong in their assessment of the George St and First New Town plans as ‘compromised’; naysaying Tory councillors described in fear and horror an amazing ‘cycle superhighway’ down the centre of this upmarket shopping street, which was great until digging into the details it turned out to be a normal road replete with parking, loading and motor vehicle exceptions largely undoing the proposed benefits of what was repeatedly wrongly referred to as the ‘pedestrianisation’ of George St.
In the meantime, flagship cycleway case study poster child the City Centre West to East Link continues to look like this:

Is it too much to ask that we get a protected cycleway down the length of George St to facilitate safer journeys — now! — to finally complete this ‘link’ for use during the inevitable coming half-decade of consultant design fees, consultation, and actionless hand-wringing?

♥️ A new campaign drive underway [IG] from The Bike Station:
If everyone in our community gave just £5, we’d hit our fundraising goal for the year.
From 9–20 February, we’re raising £10,000 to keep bikes moving, communities connected, and bikes in circulation. 🚲
Can you spare a fiver?
🛠️ Reader Joe asks on Bluesky about public bike maintenance facilities - like the station with tools and a pump by the cycle parking at Cameron Toll, or facilities provided by the University of Edinburgh at campuses. 📰 Over at the Edinburgh Evening Blues:
Dr Scott Arthur, MP for Edinburgh South West, has pressed delivery companies and the UK Government for action on the dangerous or illegal use of bikes or e-bikes by delivery riders.
In letters sent last week to Just Eat, Uber Eats and Deliveroo, Dr Arthur asked companies what measures are in place to assess the safety and legality of the vehicles riders used, and urged the companies to take greater action to reduce dangerous riding.
Choosing to believe this is a good thing, coming from an MP — the City of Edinburgh Council reaching out to these companies on cycle safety issues previously had little to no response — rather than the kind of performative action that makes for a good headline and zero actual impact. Only time will tell whether there are the political levers (including the requisite persistence and will) to make an impact on these black-box organisations of exploitative work and venture capital interest.
🚗 Noises are being made about the re-opening of the Duddingston Low Road to through-traffic, following rockfall issues. There are a number of folks mobilising to discourage the re-introduction of additional traffic through Holyrood Park, as summed up in this posting of the issues by Kim Harding;
👏 Having missed this at Full Council in December, great to see that a joint motion from Lib Dem, Green and SNP councillors was unanimously accepted to improve the processes around closures of vital paths like those seen at Ferry Rd and St Mark’s Path towards the end of last year - more from Cllr Caldwell on Facebook »
🤝 March Cycle Co-op get together: “An online meeting [March 20th] to connect with other worker co-ops in the cycling sector and explore how we might support each other. The session is open to non-members of workers.coop too. Any bicycle-related projects, collectives, fix spaces or courier co-ops welcome along.”
Thanks to reader Nick for sharing; there's also an Edinburgh Co-ops meet-up / chat group that (bike) people who are interested in cooperatives can join here.

🚸 The impact of Bikeability training for children’s mental health
Great stuff from Bikeability:
A 2025 UK study published in BMC Public Health explored the long-term impacts of Bikeability Level 2 cycle training; our national programme delivered to children aged 9-11. Researchers examined whether completing cycle training and cycling regularly were linked to young people’s wellbeing later in adolescence.
One of the clearest findings was the strong link between regular cycling and higher mental wellbeing. Young people who cycled at least once a week scored significantly higher on the Warwick-Edinburgh Mental Wellbeing Scale (WEMWBS) than those who rarely or never cycled. Weekly cyclists scored an average of 60, compared to 47 – 48 for those who cycled rarely or not at all.
📊 Case study in vocal minorities: stats behind Liveable neighbourhood opposition
Consultations — often regarded by those filling them out in frustration as a referendum nobody will listen to, cursing local democracy as they go — are a self-selecting instrument that’s not particularly representative of the broader neighbourhood’s views, and that’s never more evident than when someone delves into the breakdown of responses versus the number of affected residents;

💙 PARIS. [5] December 2025 – Association EBN today is launching 2nd annual €5,000 Architecture and Arts grant for young adults in the memory of Emma Burke Newman.
The grant supports the realization of a community-shaping artistic, educational, or cross-cultural project by a young adult (17-35) residing in the EEA, the U.K., or U.S. in the fields of art, architecture, or place-making—including ones that address cycling or road safety—and reflecting the values of Emma Burke Newman.
“The grant is dedicated to the memory of Emma, to honor her compassion, community, and creativity as well as her zest for life and learning,” said association President Rose Marie Burke and the young woman’s mother. Tragically, Emma was killed by a truck driver while she was cycling to university on Jan. 27, 2023, in Glasgow.
