📰 News this Week


🎉 “Edinburgh Bike Network Saved” – Travelling Safely Infrastructure Passes at TRO Sub-Committee


Thursday 4th saw the East Area ‘Travelling Safely’ schemes up for quasi-judicial review at the Traffic Regulation Orders Sub-Committee (‘TRO Sub’). Having been deferred in May due to a pending decision on funding for a rolling programme of upgrades and improvements, serious concerns followed the Sub-Committee’s ‘special meeting’ on 7th August where Liberal Democrat Councillors effectively held the schemes hostage with demands for details and plans well outwith the scope of the TRO Sub’s remit - which is to review and approve the contents of the traffic orders consisting of waiting, loading and parking restrictions, rather than approving a bill of materials for the carriageway measures that might be installed by the Council as a result. That’s what the Transport Committee - which some of the Councillors involved also sit on - is for, and it very much looked like the rest of the ‘TRO Sub’ were out of their depth in the face of experienced political players taking on officers in a game of Rosehill Cycle Lane Defender chess. With a dire precedent taking shape for the whole Travelling Safely network, we worked with Spokes to co-author an Open Letter to the Conveners of the Transport Committee and TRO Sub, copying in Council Executives, Officers and both Ward and Committee Councillors; calling for greater scrutiny on what we saw as overreach, filibustering and a lack of concern for the impact of tearing out safe routes to schools, places of work and homes in the East of the city and beyond.

We hand-delivered hard copies to the City Chambers, with sixteen of Edinburgh’s most prominent cycling and Active Travel organisations co-signing our call for scrutiny and sense in the process of deciding on making these schemes permanent.


Thursday came around; the Sub-Committee convened, and worked through its regular items approving minutes from its last meeting, and reviewing new matters such as the Meadows to George Street project (more on that later). Around thirty minutes in, the Council’s Head of Transport, Strategy and Partnerships Deborah Paton presented a solid introduction to the report on the East Area ETRO, outlining the context of the Travelling Safely programme, the council’s legal obligations regarding the processing of Statutory orders, and also the remit of the Sub-Committee with regard to materials in use and the actual content of the ETRO being reviewed. In many ways, it felt like our Open Letter had not only been read, but taken fully on board.

And nearly as quickly as it had been introduced - after some minor attempts at meddling - the East Area ETRO passed without even going to a vote. ⚡️

The tone of this meeting was utterly different; it was clear that the Sub-Committee had listened to precisely what the nature of the decision was, what was within its scope, and when attempts were made to get into querying materials once more, there were clear and confident answers. Officers, somewhat miraculously given the time frames involved, had managed to draw up a plan regarding probable timeframes and costs for the upgrading of infrastructure across the city; and additionally, provided key data on both how dangerous the rubber kerbed lane defender bollards are (no recent injury claims since a single one in 2023) and the use of the defenders on a semi-permanent basis, which is also green-lit at a national level.

📺 This section of the meeting is over in a mere twelve minutes - watch from the 31-minute mark to 43 minutes in.

It is abundantly clear watching the webcast, that were it not for the careful and professional manner in which questions and concerns outwith the committee’s remit were handled, the Councillors involved had every intention of continuing to cross-examine this programme out of existence. No guarantees about upgrades in this area, demanded last meeting, were forthcoming; no timeline for when and how, no scheme for Rosehill cycle lane defenders being replaced with kerbs. More information on ‘paper’, yes - but fundamentally, nothing more promised than was explained in early August. The difference here was a combination of Officers hard graft, the external pressures of public scrutiny, and the Council correcting TRO Sub’s course to avoid overreach in the statutory process.

Mere moments later, the Travelling Safely schemes in the North, West and Arboretum Place ETROs were made permanent too. And with that, the valuable precedent of Edinburgh’s Covid-era protected cycleways being made permanent infrastructure was cemented, with a handful more ETROs to come to committee over the next year or two for what we expect will be the same approval.

…And of course, the Councillors involved in making trouble are now claiming to be the heroes of the day:

“Thanks to my questioning and scrutiny, we also now have a detailed, costed and timetabled plan to upgrade the infrastructure to make it even safer for cyclists” — Councillor email

None of that is true, but charlatans unashamedly putting spin on their misadventures is a story as old as politics itself, and this week the evil cycling lobby gets to chalk another victory up on the clubhouse wall. 🖍️

🌳 Meadows to George Street - Objections Referred to Public Hearing


At the same TRO Sub-Committee meeting, traffic orders for the Meadows to George Street project came under brief scrutiny; this significant and far-reaching scheme has both a Traffic Regulation Order (TRO) and Redetermination Order (RSO) that have received objections. For the TRO, this is fairly typical; but for the RSO, any objections have to be referred to Scottish Ministers to undergo a public hearing. Because of this, Officers also recommended that the TRO objections to the scheme are referred to the same public hearing, for the sake of expediency and transparency given the scale of the project. This will introduce a delay to the project of 3-18 months, depending on when the hearing is scheduled; but it is clear from Officers recommendations that it gives the council a good mandate to proceed with the project if cleared by the hearing.

Looking ahead at this week’s Transport & Environment Committee meeting on Thursday 11th, and none of the main items up for discussion [Agenda PDF] are really cycling-related.

⚠️ Innocent Railway - Safety Issue


We’ve received details of early morning group rides like Queens of Pain and Dawn Patrol receiving verbal - and now physical - abuse on the Innocent Railway:

As we were heading back up the Innocent Path this morning just before 7am, a guy on a mountain bike came down the path at speed, shouted some form of abuse, then put his right arm out and deliberately slapped one of our group as he passed us. Fortunately they were able to keep control of their bike and our group came to a controlled stop. They’re obviously shaken but physically unhurt.

…He's not assaulted any of [the other] group so far, but regularly shouts abuse to them for no apparent reason.
He was travelling at some speed downhill so we have a limited description of an adult male with ginger hair and beard, riding a flat bar mountain bike with no helmet.

🚀 Please be aware when using the Innocent that there’s an unhappy wee rocket whose behaviour appears to be escalating. If you end up with cycle camera footage of the individual, it might be worth sending to us so we can pass it on to the parties encountering him regularly, for potentially taking up with the law. And our best wishes to those facing down this behaviour - everyone should be safe on our paths, and you deserve to be safe and free to use them.


⚡️ This Week in Voi News


  • 🧑🏻‍💼 Transport Convener Cllr Stephen Jenkinson gamely took to the hire bikes on launch day;

  • 📺 Harry Williams posted a great video about hiring the bikes, the context and their future; including the discovery that they don’t currently limit or throttle past the operating perimeter you see in the Voi app;

  • 📄 Voi put up an Edinburgh blog post on their site, which also included a link to their form to suggest a parking zone;

  • ⚓️ Leith Feeder Ride put up this thread of places in Leith they’d like to see parking - see if there’s any you’d like to back them with in your own submission;

  • 🤔 Over the weekend, some weirdly low availability was apparent in the app, with only two or three bikes available since Saturday until late on Sunday and some bikes showing persistently out of perimeter down in the Inch; Voi have not responded to a request for comment at time of publication.

🗞️ Edinburgh Evening News: “Edinburgh's target of cutting car use by 30 per cent by 2030 'quite a stretch' as figures go in opposite direction” — in which Cllr Jenkinson is quoted well about turning the tide, but manages to forget to mention one of the cheapest and healthiest ways we could encourage such a change…

…but not to worry, in the excellent ‘Driving down Driving pt. 3’, the Scottish Parliament Information Centre lays out a lot of what’s needed to achieve these goals, were the political will to be found.

⚙️ Tuesday saw the Spokes meeting about ‘Cargo bikes in Edinburgh’ saw a great panel featuring contributions from 🔧 The Bike Station – continuing the work of former Cargo Bike Movement, cargo bike library (and more) offerings from 🌱 Banzai and ⚡️ Porty Community Energy, and featured the 🪴 Cycling Gardeners of Edinburgh and beautiful cargo bikes on display manufactured in Scotland by Ariel Bikes.

♥️ It also served as a screening of the film Motherload, which was a gorgeous, intersectional piece of filmmaking that I strongly recommend viewing as not only a love letter to bikes and social change, but also the empowerment of mothers and their families to move differently and claim something vital back in the process. 🏔️ New term for School of Rocks! Last chance to Join…

Edinburgh School of Rocks is a women-led off-road cycling community. Every Autumn and Spring we run a 6 week term for novice off-road female, trans and non-binary riders to develop their skills in a supportive environment.

Our Autumn term started 26th August and runs until the end of September. We meet every Tuesday night at 6.30pm at various locations around the City to make the most of Edinburgh’s best urban gravel trails.

🚛 King’s Stables Rd: Closed from Lothian Rd to EPSG entrance until next week Wednesday 17th September for event setup works. The closure notes that ‘cycle/pedestrian flow shall be maintained, however it may be necessary to dismount.

🚧 Holyrood Rd: Eastbound segregated cycle lane potentially obstructed by CityFibre works at Holyrood Gait by Dynamic Earth from today Monday 8th September for 3 days.

🏫 Duddingston Road: Segregated cycle lanes closed in both directions for BT works outside St Johns Primary School today Monday 7th Sep for 2 days.

🥾 Kiltwalk: Walking event Sunday 14th Sep all day. Expect Edinburgh’s offroad paths to be busy around Roseburn Path, Ferry Rd Path, Portobello Prom, Holyrood Park and Innocent Railway.

🏃‍♂️🏃‍♀️ Mens and Womens 10k: Old Town and Holyrood Park roads closed morning of Sunday 21st September. Note Johnston Terrace and Candlemaker Row will temporarily be reopened to motor traffic.

🚧 Gilmore Place: Closed in sections for resurfacing from 22nd September into 2026. If you’re travelling between Union Canal and The Meadows, Lochrin Place may be an alternative.

🚧 London Road: Segregated cycle lanes at Leopold Place obstructed by resurfacing works from 22nd September for 2 weeks. Note road closed westbound from 7pm with diversion on Regent Rd.

🏡 Whitehouse Loan: Footway resurfacing on Greenbank-Meadows QuietRoute until end Sep may result in obstructions and large vehicles. Update 1st Sep: Construction works by James Gillespie may present further obstructions.

🚧 Albion Road: Obstruction of Quietroute 20 due to burst sewer. At time of writing, cycle access is possible. However, the Crawford Bridge may offer an alternate route. Update 1st Sep: Investigations revealed further issues and road likely to be closed long-term.

🔥 Holyrood Park: Closure of High Road until further notice amid concern that the recent gorse fire has damaged the rockface. Full closure of footway and road past Dunsapie Loch.

Longer Term Closures:

🏗️ London Road: Eastbound cycle lane closed at Jocks Lodge until end 2027 for building works.

🏗️ Edinburgh Park Station: Quietroute 8 cycle path between Hermiston Gait and the Gyle Centre closed for works in preparation of the Edinburgh Arena development. It’s only possible to go around by carrying your bike up roughly 20 steps. It’s been queried whether the cycle path will reopen or remain closed long term.

⚡ Marchmont Road: Closed southbound between Marchmont Cres and Strathearn Rd for Scottish Power works until late September, affecting the old faint on-street cycle lanes. Greenbank – Meadows QuietRoute may offer an alternate route but be aware of works on Whitehouse Loan.

🚂 Waverley Bridge: Issues with cycle access following the road being temporarily re-opened to airport buses. A new temporary arrangement has been installed for the festival period. Officers are looking to install similar long-term arrangements in September.

🌉 Harrison Road: two bridges closed due to structural concerns with micro-cracking in the original cast iron beams. Access to cycles is being restricted:

  • The north-west bridge over a small path is having its deck rebuilt and will be closed to pedestrians and cycles for rebuilding until November. Update 2nd August: Work delayed and paths remain open for now.

  • The south-east bridge over the Union Canal has been closed for investigations, with fencing placed across the bridge and a gap for cycles. Update 18th August: Beware of trial pits dug on bridge to ascertain weight-limit ahead of reopening.

🌉 South Gyle Road: Bridge between modal filter and Quiet Route 9 expected to close for repairs until April 2026. When asked about cycle access, a spokesperson for Network Rail Scotland said: "Plans for South Gyle station bridge are still at an early stage, with work expected to begin late summer. We understand the importance of this route for cyclists and are developing proposals for a temporary bridge to maintain access throughout the work. Further details will be shared with the community as planning progresses". It is expected to be required to dismount and use a temporary bridge during the works.

🏗️ Port Hamilton Cyclepath: Shared use path between Union Canal and West End closed until 2026/27 for building works. A diversion is advised via Gardeners Crescent and Semple Street.

🏗️ Craighall Road: Closed until May 2028 for the Refurbishment of Trinity Academy. Access to the Victoria Path is expected to be maintained. A diversion will be signed along Newhaven Road, however the removal of parking for improved traffic flow may lead to this being a wider and faster road, less suitable for cycles.

⚡ Ongoing: The questionable Network Rail ban on ebike parking at Waverley Station - best to make alternative parking plans if travelling from this station at present;

Dirt Dash’s summer programme concludes with the Lezyne Dunoon Dirt Dash on 27 & 28 September. Organised by round the world cyclist Markus Stitz, these self-supported rides are designed for cyclists who love off-road riding and are seeking new experiences on their bikes, whether for seasoned gravel riders or anyone new to bikepacking.
