HAPPY LABOR DAY DOVER SHORES and a Warm Welcome to our 8 New Homeowners! Here is the latest update from the Dover Shores HOA Board about what is going on in our community.
DOVER SHORES ELECTION NEWS:
- On or before September 20, 2020, or at least 30 days before the October 20 Annual Meeting, at which time all votes will be counted, all Dover Shores homeowners will receive their election ballots and candidate statements. So far, you have only received a list of candidates and Notice of our Annual Meeting. This year the Board voted to conduct the Annual Meeting virtually via Zoom to minimize personal contact and to ensure that everyone will remain safe and healthy.
- The Election Ballots will include the virtual meeting number and password as well as information on how to fill out your ballot. The Inspector of Elections will provide two envelopes with instructions on how to return the ballot. One envelope will be plain with no identifying information. That is where you will place and seal your ballot. The second pre-addressed envelope is where you will place the sealed envelope containing your ballot, and you will need to write your identifying information on the upper left corner.
- This year’s candidates are: Gail Jones, Joan K. Lutz and David Price.
After a recent review of all past by-law amendments approved by our entire membership, please note that going forward, the Board will have 7 directors instead of 9 until such time as the membership approves a change in that number. So this means there will be one Board seat open in this year’s election.
- Prior to the Election, our BHE Community Director, Lisa Parra, will be putting together a “Meet the Candidates” Zoom Event! All Dover Shores residents will have an opportunity to hear from the candidates and ask questions prior to sending in their ballots. We will send you information on the Zoom link, time and date as we get closer to the Election.
SO REMEMBER TO VOTE AND RETURN YOUR DOVER SHORES BALLOT BEFORE THE DEADLINE!

NEWS FROM BHE MANAGEMENT CORPORATION:
Greetings from BHE Management Corporation!
- By now you should have received the new “60 day Notice” of the election that advises names of candidate that will be on the ballot, shows the Inspector of Election, and reminds you to contact Management if you need to verify your address. This annual mailing is a new legal requirement that began in 2020.
- Due to the current situation, the Annual Meeting of the Members and opening of the ballots will be held online this year; we are very sorry that we won’t have the chance to meet more of you personally, but you are welcome to join us on Zoom!
- Fisherman’s Beach Boat Storage: Hopefully you have seen the many reminders about boat storage at Fisherman’s Beach, sent through the newsletter, posted at the gates, and even posted on the boats themselves. The notices stated that any boats or boards at Fisherman’s Beach for which fees for 2020 have not been paid will be tagged on August 31, 2020 for removal in 2 days by the Harbor Department. If you have been waiting for a storage spot to become available, please check with us and fill out a Boat Storage Application available at dovershoreshoa.org.
- We anticipate there will be some policy changes for boat storage at Fisherman’s Beach for 2021, and also some revised Beach Rules for Larry’s Beach and North Star Beach. We will endeavor to communicate changes with everyone before the year is over so we are well prepared for next year.

MORE BEACH NEWS:
- In 2021, Beach Reservations will be handled through BHE instead of by the Beach Committee. Of course, this is assuming we will be able to offer group reservations again next year and, of course, also restart our summer Tuesday Night Beach Barbeques and Movie Night.
- The Beach Committee will be meeting at North Star Beach next week with architect, David George, for further discussion and clarification of upgrades and development of the beach. When these plans are finalized, they will go to the community for approval. We hope to be able to start the improvements well before next summer.
- Thank you all for your cooperation in continuing to follow our Covid 19 Beach Policies.

CERT - NEIGHBORHOOD WATCH:
Fall CERT Classes
Due to the ongoing COVID-19 pandemic, the Newport Beach Fire Department will offer a fall 2020 Community Emergency Response Team (CERT) program utilizing on-line CERT trainings (OnlineCERT.org), zoom trainings with the required “hands-on” practical portions of the program postponed until spring 2021. Suspicious Activity
A note from NBPD crime prevention specialist, Sara Verschueren, 949-644-3699, sverschueren@nbpd.org:
Let me emphasize how important it is that you call NBPD’s non-emergency dispatch line (949-644-3717) immediately when you see suspicious activity in your neighborhood. I realize that we can be hesitant to call for a number of reasons. We don’t want to seem like a “nosey neighbor”… We assume someone else has already called… We don’t want to “bother” the police… We would be embarrassed if our suspicions prove to be unfounded…
I understand that these thoughts might go through your mind when deciding to call the police or not. I would encourage you to also think about what could happen if you don’t act. You can be the difference between your neighbor being burglarized or not. Your phone call can help someone in danger. You could help stop criminal activity and deter it in the future.
I always find examples helpful, so I want to share some scenarios that we would consider suspicious:
- Individual concealing property or him/herself from public view
- Vehicles driving without headlights on during evening hours
- Individuals peering into or leisurely walking around parked vehicles
- Person/vehicle remaining in stationary position for a long period of time
- Person behaving in a manner that may not be considered normal
- Vehicle frequently driving in an area with no apparent destination
- Individuals running through area for no apparent reason
- Vehicle being driven recklessly
- Observing many traffic violations committed by a driver on the road
- Vehicle transporting objects during the night
- Abandoned or occupied vehicle with the engine running
- Persons dressed in dark clothing during the night
- Unusual noises such as gunshots, screams, sounds of combat, abnormally barking dogs, or anything that might suggest foul play, danger, or illegal activity
While some of the suspicious situations described may have innocent explanations, the Newport Beach Police Department would rather investigate suspicious activity than be called when it is too late.
When you call the police, be prepared to give the following information:
- What happened?
- When?
- Where?
- Is anyone injured?
- Vehicle license number/description
- Direction of flight
- Description of persons - age, sex, race, height, weight, unique characteristics & clothing descriptions
