Although we may not have as many fall colors as other parts of the country, fall weather - Newport Beach style – is definitely in the air. October also means Happy Halloween!
So as we start this last quarter of the year, here is the latest update from the Dover Shores HOA Board about what is going on in our community:

Our Annual Meeting once again will be held virtually by Zoom, and will begin at 6:00 p.m. The Agenda was included with your Ballot materials. For your convenience, here again is the Zoom Link:

By now, you have all received a ballot and notice of the Annual Meeting in the mail. Please take a few moments to complete your ballot and mail it. It’s how the business of Dover Shores gets done – we need a Board! Your ballot must be received no later than October 19, 2021. If you have not received a ballot, or have inadvertently misplaced it, please contact our management company immediately to receive one.
This year we have three board seats up for election. However, there is only one name on the ballot – Steve Briggs – who is an incumbent board member.
We also have one announced Write-In Candidate – Tate Luesebrink, whose name does not appear on the ballot, but who has submitted a candidate statement. So anyone wanting to vote for Tate will have to write in his name on the ballot. Here are their statements:

I have served as a Director for our Association for 3 years. My goals as a Director are fiscal
responsibility and a role for the Board and the Association that is both appropriate as needed
while also not overbearing or intrusive.”

“I was born and raised in Newport Beach, attended Mariners school, Ensign and Corona del Mar HS.
As a Newport Beach native here I am raising my family in the community and want to help better the
neighborhood.”

Your Annual Election
Why do we have it?
Your homeowners Association is formed as a Mutual Benefit, Not-for-Profit Corporation. You are governed by the Business & Professions Code, Corporations Code, portions of the Fair Debt Collection Act, the Davis-Stirling Act in Civil Code, and of course your own Covenants, Conditions & Restrictions, By-Laws, and Articles of Incorporation.
As a Corporation, you are run by a Board of Directors, who are elected by the homeowners. Unlike government election, current law requires homeowner associations to achieve a quorum to elect its Board of Directors (in your case now 33% of the owners).
What happens if there isn’t a Quorum at the Election?
If you don’t have a quorum of the owners represented in person or by Proxy (your “blue” election envelopes are considered Proxies), the meeting must be adjourned for no less than 5 and no more than 30 days, costing the Association additional monies with the Inspectors.
What if we never get a quorum? If there is no quorum achieved, the Board of Directors is entitled to appoint owners to the Board – and the ballots that were cast are never opened!

DOVER SHORES BOARD MEETING: SEPTEMBER 21, 2021
The Dover Shores’ bi-monthly HOA meeting was held September 21 via Zoom. A lot of business was covered. Here are some of the highlights:
- The draft budget for the new year was presented. Next our Dover Shores’ committees will have an opportunity to review the draft budget pertaining to the work of their respective committees and offer suggestions for potential increases, additions or changes. The Reserve Study is also a work in progress and will be ready in November. At that time, the committees will also review it and offer comments on any proposed changes. The Budget will then be finalized and voted on so it is ready to present to the community before the end of the year.
- The Beach Committee is still trying to get bids for an additional rack for boat storage at Fisherman’s Beach. There are 7 persons on the wait list so more storage space is needed.
- The Beach Committee is also continuing its efforts to get bids prepared for the proposed North Star Beach Improvement Plan. After bids are received, the Board will review and modify the proposed architectural plan as necessary. As the North Star Improvement Plan is considered a capital improvement, needing an additional assessment, before anything is finalized, the Plan will be sent out to all of our Dover Shores residents for review and comment. The Board will then take those comments into consideration and finalize the Plan. NOTHING AT THIS POINT HAS BEEN DECIDED. EVERYONE’S INPUT IS IMPORTANT AND WILL BE CONSIDERED BEFORE ANY FINAL DECISIONS ARE MADE. This obviously is a long process and a work in progress.
- A full discussion of whether or not to omit Pickle Ball from the North Star Beach Improvement Plan will take place in November starting with the Homeowners Forum. Any resident on either side of the issue is welcome to submit supporting studies and research for inclusion in the November Board Packet.
- The Board discussed the pros and cons of hiring an on-call security firm. BHE was requested to obtain more background about some of the companies who provide this service. This will be discussed again at the November meeting.
- The Fine Schedule will be further revised to also include NOTICE that violation of Beach Rules may potentially also result in suspension of Beach privileges after the homeowner has had an opportunity to be heard at a Board meeting.
THE NEXT HOA BOARD MEETING WILL BE HELD ON TUESDAY, NOVEMBER 16, 2021 AT 5:00 p.m.
It is the Board’s intention to finally restart in-person HOA Meetings beginning at this meeting in November. The date, time and place will be announced closer to the meeting date. Please note that notice and reminders of HOA meetings are provided in DOVER SHORES NEWS, in the Notice and Agenda posted on the bulletin board outside Larry’s Beach, and should also be included on BHE’s website which can be accessed at dovershoreshoa.org.
A MESSAGE FROM SHERRY BILBEISI, HOA PRESIDENT:
THANK YOU TONY KHOURY!
As many of you know, the mainstay of our HOA, Tony Khoury, has decided to retire from the Dover Shores HOA Board. The word “retire” is appropriate because Tony has served on our Board for the past 21 years! During that time he has served as President, Vice-President and Treasurer, and has served on just about every Committee. Without exaggeration, Tony knows more about the workings of Dover Shores and it’s Executive Board than just about anyone else in our Community. His experience and advice have been invaluable to many past and current Board members. Tony will certainly be missed, but we hope to be able to consult with him from time to time as I’m sure his advice will continue to be needed and much appreciated.

Although David has served on the Board only a short time, we have all benefitted from his advice and insight on many matters over the past year. David has also been part of the Beach Committee, which has been very busy implementing several Beach improvements this past year. We wish him well and thank him for his time and service on the Dover Shores HOA Board.
IT’S ALSO TIME TO THANK ESTHER FINE!
Most of you know Esther Fine, whom some of us call the unofficial Mayor of Dover Shores. No one cares about our community more than Esther. She served on our HOA Board for 25 years!! This makes her a wonderful resource and wealth of information about our Dover Shores Community and past Board actions. Although she decided to retire from the Board a number of years ago, she continues to be involved in the HOA and our community, and never seems to miss a Board meeting. Currently she works on the Communications Committee as an editor and sometime contributor, and also remains involved with the Airport Working Group. SO thank you, Esther for all you do and continue to do for all of us!
THANKS TO EVERYONE WHO CONTRIBUTED TO A SUCCESSFUL RETURN OF OUR SUMMER BEACH DINNERS
Every one of us who looked forward once again to Tuesday nights at Larry’s Beach owes so much appreciation to all of our host families who stepped up to make it happen. And also to Tate Luesebrink who volunteered to be Social Chair this year to organize the Event each week. As our grand finale, our Fiesta Party took place on Sunday September 12. Thank you Esther Fine for arranging food from Los Primos and the traditional Mariachi Band. It was a great sendoff to a great Dover Shores summer. And another reminder – host families are entitled to reimbursement for food expenses up to $700. If you have not already put in your request, please contact Melissa Mora MMora@BHEManagement.com.
ONE ADDITIONAL WORD ABOUT PICKLE BALL
As noted in the article above about our last HOA meeting, we will be discussing pickle ball at the November meeting. When the Beach Committee met with our architect several times over the past year and a half and went over the draft plans for North Star Beach, a pickle ball extension to our current basketball court seemed like a great dual-purpose idea. We voted to approve, and subsequently, so did the Board. However, very recently it has been brought to our attention that pickle ball is not a quiet sport. Solid rackets hitting plastic wiffleballs make a fair amount of noise, particularly for nearby neighbors. And this could be happening every day and for a substantial part of the day.
This is not something that occurred to the Beach Committee or the Board initially, or was brought up by any resident attending the HOA meeting when our architect presented the plans. As we all can appreciate, it is not always possible to consider everything and know the all pros and cons when plans like this are being made, particularly in their initial stages. As also noted above, these are still draft plans, and we want to give everyone an opportunity to be heard on this issue, hopefully based on facts and studies, so the Board can decide whether it should reconsider its decision on pickle ball being included in the North Star Beach Improvement Plans. Everyone’s voice is important and this issue deserves to have a full and open discussion so an informed and fair decision can be made. And that’s what we plan to do.

NEIGHBORHOOD WATCH:
Neighborhood Watch is about preventing crimes in Dover Shores. It's an outreach program from the Newport Beach Police Department. The Crime Prevention Specialist, Sara VerSchueren, holds quarterly zoom meetings with Block Captains to report on the types of crimes occurring in neighborhoods. She also held a Neighborhood Watch Meeting at Larry’s Beach for Dover Shores Residents on September 30 on home security.
The basics of residential crime prevention are:
- Know Thy Neighbor - know your neighbor by name and have their contact info so you can let them know if their garage door is still open, there's police activity, etc.
- Light Your Front Door - Put a nice bright light on the exterior of your front door and leave it on from dusk to dawn. Don't give anyone a place to hide or be up to mischief.
- Automatic Inside Lights - Always make it look like someone is home watching tv, reading, etc. And the LED lights will last for years!
- Use Your Security System - always

CERT UPDATES:
Botulism
Orange County is experiencing an outbreak of botulism that primarily affects the wild bird population. The outbreak was first noticed in the Aliso Creek area but has since spread to other areas of the county. Botulism is a naturally occurring bacterium that contains a neurotoxin that causes paralysis and death in animals that ingest it. It is thought that the ongoing drought has made the outbreak worse.
This outbreak poses little risk to human unless you come in contact with dead birds. You should never feed wild animals. If you see dead birds or animals acting strangely, contact Newport Beach Animal Control at 949-644-3717. More information is available from this OC Patch article.
