Dover Shores News - November
DOVER SHORES NEWS, November 1, 2021
Thank you neighbor Anne Michaelsen Yahn for your festive fall display! Our community so appreciates seasonal decorations that get us all in the spirit!
HAPPY THANKSGIVING DOVER SHORES! Here is the latest update from the Dover Shores HOA Board about what has been going on in our community:
ANNUAL MEEETING
October 19, 2021 was to be the date of our Annual Meeting. This is our Election meeting at which the ballots for HOA Board openings are normally counted. However, on that day, we did not have a quorum (i.e. a sufficient number of ballots received) so the Annual Election Meeting had to be adjourned and rescheduled. It was also decided to combine the Annual Election Meeting with our regular November HOA meeting and to have it IN PERSON. You should all have received notice by mail from BHE, our management company, of the new date as follows:
NEW DATE FOR ANNUAL ELECTION MEETING:
Tuesday: November 16, 2021
Place:
Newport Rib Company
2196 Harbor Blvd.
Costa Mesa, CA
Times:
Executive Session 4:30 PM (closed meeting)
General Session 5:15 PM (open to Dover Shores residents)
Adjourned Election 6:00 PM and Counting of the Ballots
Buffet BBQ Dinner will be served. Be sure to mark your calendars! This will be our first in-person Annual Meeting in two years so we look forward to seeing everyone, and look forward to hearing the election results!
DOVER SHORES HOA GENERAL MEETING: November 16, 2021
As noted above our next regular Dover Shores’ bi-monthly HOA meeting will be held on Tuesday November 16, 2021 in person at the Newport Rib Company. Because we are combining it with our postponed Annual Election Meeting, it is scheduled to begin at 5:15. The Homeowners’ Forum, normally held at the beginning of the meeting, will take place at the end and overlap with the Annual Meeting. As the election ballots will not be counted until after the November HOA meeting, the Board will not be electing officers for the new term until the January meeting.
Some potential Agenda items include:
-
There will be further discussion on hiring an on-call security firm. BHE is to provide further information on companies providing this service.
-
The proposed draft budget and any revisions, changes and additions will be discussed.
-
Updates on additional rack space for Fisherman’s Beach will be covered as well as any updates on getting bids for the proposed North Star Beach improvements.
-
During the Homeowners Forum, it is anticipated that the community will have a chance to weigh in on the pros and cons of including a Pickle Ball court as part of the North Star Improvements.
-
There will be updates on the Beach Advisory posted at the beaches following the recent oil spill.
Additionally, as always, all homeowners are welcome to bring up any issues they would like the Board to address.
A MESSAGE FROM BHE MANAGEMENT CORPORATION:

A MESSAGE FROM SHERRY BILBEISI, HOA PRESIDENT:
Sad News –
For those of you who may not have heard already, I’m very sad to let you know that one of our Board members, Joan Lutz, passed away about 2 weeks ago from complications while she was in the hospital for pacemaker surgery.
Although Joan was one of our newest Board members, she was very energetic and motivated. In addition to being on the Landscape committee, in the last 2 months, Joan also very enthusiastically took charge of organizing a neighborhood watch group and neighborhood watch awareness for Dover Shores. She held a community meeting at Larry’s beach on September 30 and was very excited about her future plans for getting Dover Shores’ residents involved in Neighborhood Watch.
Joan came from a background in management at McDonnell Douglas, and financial planning at various local banks. In her own words from her Candidacy statement, she enjoyed ongoing projects and uniting people. She certainly was doing exactly that with her neighborhood watch organization efforts.
We will all miss having Joan on the Dover Shores HOA Board.
CERT/NEIGHBORHOOD WATCH:
Joan brought renewed energy and enthusiasm to Neighborhood Watch that will be sorely missed. If anyone would like to step into her shoes and take on that role, reply to board@dovershoreshoa.org and we can help you get started.
Oil Spill
Our representatives Cottie Petrie-Norris and Michelle Steel have noted that businesses impacted by the oil spill will have access to SBA disaster loan funds. Additionally, anyone who has experienced revenue loss from their business or damage to their property from this disaster is encouraged to call (866) 985-8366, which is a hotline set up by Amplify and their partners to help impacted parties file claims.
Petrie-Norris further notes that as of October 22:
-
Tar ball cleanup continues in Orange and San Diego Counties
-
32 recreational vessels have been decontaminated out of 220 total reported
-
All of the remaining booms deployed in Talbert Marsh have been removed
-
5,544 gallons of oil recovered; 496,282 lbs of oil debris removed in total by 462 shoreline clean-up personnel
-
All Orange County beaches and harbors are open
If you encounter impacted animals, call the Oil Wildlife - Care Network Hotline, (877) 823-6926. To report tarballs, email: tarballreports@wildlife.ca.gov.
