DOVER SHORES NEWS, NOVEMBER 1, 2020
HAPPY THANKSGIVING DOVER SHORES! Here is the latest update from the Dover Shores HOA Board about what has been going on in our community:
ANNUAL MEEETING:
Our Annual Meeting was held via Zoom on October 20, 2020. Unfortunately, we did not have a quorum on that date because only 100 ballots had been returned. 156 were necessary for a quorum in our community of 310 member households. This was a very disappointing turnout for a Dover Shores Election. So while the Annual Meeting took place, the opening and counting of the ballots could not take place. Instead, the necessary quorum dropped to 104 ballots (one-third of our households) and the election was adjourned one week to see if that minimum number would be received.
At the Annual Meeting, Tony Khoury, HOA Board President, presented a “State of the Neighborhood” address to update everyone on what has taken place in Dover Shores over the past year, and the positive results that have been achieved. Details are in his message below.
ADJOURNED ELECTION MEETING – COUNTING OF THE BALLOTS:
The adjourned election was held on October 20, 2020 because the reduced quorum number had been achieved. The ballots were counted and a winner was announced.

BEACH COMMITTEE RULE CHANGES:
One of the main topics of discussion at the November HOA meeting will be proposed revisions to the Beach Rules, particularly with respect to whether or not boats should be allowed on Larry’s Beach and North Star Beach. The Board will likely be making a decision on this issue at the November meeting. Input from the Community is welcome.
Revisions to the Fisherman’s Beach Rules will also be discussed, particularly regarding whether yearly storage fees should be increased to $150 per year, and the increased amount that should be charged for a key deposit. Many keys have not been returned in the past and the cost of rekeying the lock is substantial.
After the Revised Rules for both beaches are finalized and approved, they will then be circulated to the community for comment.
BEACH EQUIPMENT REPLACEMENTS AND IMPROVEMENTS :
The Beach Committee has been working hard to move forward with much needed improvements to all of our beaches. This will also be an Agenda item at the next HOA meeting. The Committee has received estimates for installing swim lines at North Star Beach. Likewise, the swim lines at Larry’s Beach may need replacement, with the possible addition of floats just beyond the swim platform that clearly designate it as a swim area. This work is necessary for the safety of all those using the beaches, particularly our children.
We will also be replacing the sign at North Star Beach and the 2 benches that face the water. These are a few examples of items that cannot wait until the plans for making major capital improvements to North Star Beach are approved and finalized. Also, all picnic tables and umbrellas will likely be replaced prior to next summer at both beaches, when hopefully all of Dover Shores can again meet at our Tuesday night BBQs and enjoy our beaches.
A MESSAGE FROM TONY KHOURY, DOVER SHORES HOA PRESIDENT:
I would like to start by welcoming Gail Jones to the Board and to wish her a very successful and productive time in serving our community.
At the same time I would like to express our thanks and appreciation to our 3 departing Board Directors, Julie Patterson, Dan Converse & Jim Rosenquist, for their years of service and dedication to our Association and to wish them the best in their future endeavors.
As the current year is coming to a close, allow me to highlight some key accomplishments:
- We started the year with 4 potential lawsuits and I’m happy to report that 3 of them have been resolved amicably, with work at resolution of the 4th potential lawsuit still ongoing.
- For the first time ever our Draft 2021 Budget has been completed by September 2020 and is now going through Board review before final approval at the November Board meeting.
- After interviewing a number of candidates this past year, the Board selected BHE Management Corporation as our new property management company.
- The Board approved a new Communications Committee that sends out a monthly email newsletter, as well as other necessary announcements as needed, so homeowners can be kept informed of Dover Shores HOA Board activities.
- The Board also formed a new Legal & CC&Rs Committee that has been engaged in resolving potential lawsuits and moving forward on amending our CC&Rs and By-Laws.
- As part of our efforts to keep our community safe during the corona virus pandemic, the Board decided to cancel all social activities and beach reservations this year, but we hope to resume all activities during the coming year.
- The Board also hired 2 full time lifeguards who worked 7 days a week to ensure that members of our community remained safe, and that everyone followed the temporary Covid Beach Policies adopted by the Board.
Also, with respect to JWA, if you’ve noticed quieter skies, through the end of August 2020, the airport served 2.7 million passengers year-to-date, and will likely close out 2020 with an annual passenger count of less than 4 million compared with 10.6 million in 2019. Furthermore, it likely will take a minimum of 3-4 years to get back to the 2019 numbers.
In conclusion, on behalf of the Dover Shores HOA Board, we would like to thank you for your support, and to wish you continuous good health and lots of happiness.

With this year’s activities cancelled, we expect to be enjoying an invigorated social scene next year. CERT – NEIGHBORHOOD WATCH UPDATES:
The recent fire in Irvine should serve as another reminder that we might need to evacuate our home in a hurry. The keys to making such an event less traumatic:
- Have a plan, write it down, and save it in a place where you can find it quickly.
- Identify things to take: documents, medicines, heirlooms etc.
- Pre-package critical items in a container that is easy to move.
Among the most important things to take are essential documents. You should have copies of these items stored in an encrypted file maintained on a remote server: make sure you can find/remember the password!
Taking the most important physical documents with you will make things easier. We keep our in a nondescript three-ring binder.

Opportunities for Giving in this Season of Thanks
It is during the Thanksgiving season that many neighbors seek ways to give back and provide food and other provisions for those in need. During this difficult time of quarantine and closures, the needs of many in our nearby community have increased, even as some places of donation and distribution have had to limit their services in order to keep everyone safe. Here are two local food collection enterprises that remain open daily and are grateful for food donations that help sustain those seeking assistance with basic essentials:

Non-perishable food(unexpired), hygiene items and toiletries can be dropped off in the big blue bins located in the St. Andrew’s church parking lot across from NHHS parking lot on 15th St. near the Reception office during these hours:

Sat. – Sun. | 8am – 12noon

SOS – Share Our Selves

- Food – non-perishable items, perishable (in small quantities), dog and cat food. All food items must be prepackaged, sealed, and not expired in order to be accepted. (SOS requested that we add this note due to current Covid-19 conditions. They used to take sandwiches and other homemade items, but they cannot any longer)
- Clothing - socks, T-shirts, jeans, underwear (sports bras), belts, athletic and casual shoes, gym bags, backpacks, coats, sweatshirts, sweaters, gloves, knit caps, blankets.
- Hygiene products - travel sized preferred but all sizes are accepted: razors, shampoo, conditioner, sunscreen, toothbrushes, toothpaste, deodorant.
- NEW Toys will be accepted during the holiday season.
- Baby items - Diapers of all sizes, formula, wipes, etc.
