Here is the latest update from the Dover Shores HOA Board about what is going on in our community:
DOVER SHORES SPECIAL BY-LAW ELECTION – RESULTS
The Ballots for our Special Election were counted on February 12, 2001. The results are as follows:
Amendment to Article IV: Quorum required for Annual Meeting shall be 33% of members entitled to vote.
(Previously, quorum was a “majority of members entitled to vote.”)
Passed. 97 votes yes; 33 votes no.
Amendment to Article V: The Board of Directors shall consist of 9 Directors.
(Previously Board consisted of 7 Directors).
Passed. 113 yes; 17 no.

Some potential Agenda Items include:
- Discussion and vote on final revised Beach Rules reflecting Board discussions regarding use of boats on beaches.
- Discussion on when and how to revise Covid Beach Policies currently in place at our Beaches.
- Questions and answer session with David George on final plans for improvements to North Star Beach.
- Social Committee – possible restructuring of Committee to generate more interest in joining committee and be able to continue our Beach BBQs.
- Appointment of 2 NEW Board Members.
ALL HOMEOWNERS ARE WELCOME AND ENCOURAGED TO ATTEND. The General Meeting starts with the Homeowners Forum during which any homeowner can bring questions, issues, and/or problems to the Board and hopefully get answers and solutions.

Springing Forward!
March is the month when we Spring Forward (3-14-2021) and this year, we are hopeful that we are also Springing Forward out into the world again! We are so happy that people are getting vaccinated, and there is light at the end of our “Pandemic Tunnel”.
Unfortunately, we still are not yet truly out of that tunnel, and want to remind owners that our temporary Covid Policies for beach use are in place. While we encourage everyone to enjoy the beaches, we are not ready to bring a multitude of guests into our private areas, and eschewing the rules can result in suspension of beach privileges. Thank you so much for thinking of others as you recreate!
We are pleased that the By-Law amendments passed, and therefore we will now have a more realistic quorum goal for our Annual Elections, and look forward to welcoming two new Board members to the Board of Directors. If you are interested in participating in your HOA, we still have openings on a few of our Committees, and will appreciate any volunteers!! We especially encourage new and long-time residents to consider volunteering for the Social Committee, especially as we have Children’s Events planned throughout the year and need our younger families to help put these together. And we are optimistic that we will be able to join together as a community before the end of this year and revive our Tuesday Night Barbeques!

VERY IMPORTANT BEACH REMINDER:
To emphasize the above reminder from BHE, at this point in time, Covid Beach Policies are still in place for the safety of our community. We have many residents who are older, at higher risk, and who still would like to safely enjoy our beaches. The policies are posted on the beach gates and encourage face masks, social distancing and a limit of 5 persons per family at the beach at any one time, and a limit on total persons using the beach at any one time to no more than 16. Also, this means that currently we are not taking reservations for private groups of more than 16 to have a party or event at the beaches, and any large gatherings of more than 5 persons per resident family are not permitted.
The overwhelming majority of our Dover Shores neighbors are happy to follow these rules for everyone’s safety. BUT some are not. This is just a friendly reminder that our Beach Rules and our Covid Policies include written notice that failure to follow these rules may result in a Notice of Violation, possible fines, with second violations resulting in suspension of Beach privileges.
We ask that everyone please respect our community and follow our guidelines. And we are all looking forward to a time very soon when we can get together again and enjoy seeing our neighbors at the beach!
A MESSAGE FROM SHERRY BILBEISI, HOA PRESIDENT:
I hope everyone is enjoying our warmer weather - as best we can. It’s hard to believe how much our lives and our lifestyles have changed over the past year. We now seem to be consumed by the word “Zoom” when a year ago we didn’t even know it had a whole other meaning. Probably by this time, most of us are now somewhat competent at negotiating it (“undo your mute button’, etc.) And really, where would we be without it. It seems we’ve all gotten used to a new “norm,” which is about resilience, looking forward, and seeing light ahead.
I am very honored to be your HOA President this year. I look for advice from our board and our community members, and I’m not afraid to ask for it. I’ve found out this is not a one-person job, but a community job.
So I would like to include our Dover Shores community more actively in this newsletter. When I joined the board in November, 2019, one of my goals was to increase communication and start a Newsletter. Our first edition of Dover Shores News was published via email in April, 2020 by our newly formed Communications Committee. And it’s been a monthly publication ever since.
I realize not everyone is able to attend our bi-monthly HOA meetings and raise any issues they have in our homeowners forum. So I would like this newsletter to be an informal homeowners’ forum. In our January newsletter, our last president, Tony Khoury, answered a few questions he was frequently asked by homeowners. I hope to continue this as a regular feature of our newsletter. So if there is any question, issue, or problem you would like addressed, please let me know by responding to this newsletter, and I will certainly try to address it next month, or ask other Board members to help out if it involves one of their committees. Names will not be used, but others might have the same questions and concerns you have, so please let us hear from you.
I think we’re all looking forward to the first day of spring in a few weeks, and a great year for our HOA!
CERT – NEIGHBORHOOD WATCH UPDATES:
Emergency Water
We've all seen the images of people in Texas struggling with water shortages. Those images could easily be us after a major earthquake. Are you prepared? FEMA recommends your house have several days emergency water of at least 1 gallon of water per person per day (and don't forget pets).
You can use grocery store water as your emergency supply but note the "use by" date is typically only 6-12 months and the large contains tend to leak if you keep them much longer than that anyway. For long-term supplies a commercial product made for this task is a better choice. Blue Can is much more expensive but claims a 50 year shelf life.
You can store tap water in your own container but you should follow the FEMA or CDC instructions on sterilizing the container with plain household bleach and adding a small amount of bleach to the stored water. We recommend using rigid containers of a size you can lift and also a water barrel with a tap. After a major earthquake, MWDOC is prepared to distribute water with tanker trucks but you will need your own container.
Remember that your home likely has water than you can use such as the tank of a conventional water heater but be warned that water from the heater drain trap will likely be full of rust. It looks nasty but is not dangerous and can be filtered through a coffee filter or clean towel.
COVID vaccines
So far, Orange County has only received enough vaccine for phase 1A but phase 1B is expected to open up soon and includes people in education, food service, and others. Details at OCHealth. Vaccine is available from the OC SuperPod sites via the Othena app, some pharmacies, some hospitals and specialized clinics. There is still no unified scheduling system so eligible people seeking the vaccine should pursue all options and take the first available.
