Hello to all our Dover Shores Neighbors! Here is the latest update from the Dover Shores HOA Board about what is going on in our community as we head into June:
DOVER SHORES HOA GENERAL MEETING May 21, 2024
The Dover Shores bi-monthly HOA meeting was held May 21, 2024 via Zoom. Ongoing business of the committees includes the following:
Beach Committee
The beach committee has been busy prepping the beach for summer. You may have already seen the new playground at Larry’s Beach or noticed the cleaned up common areas.
This is also a good time to remind everyone to clean up after themselves at the beaches. This includes closing all umbrellas, and bagging trash prior to leaving.
If you need help while you’re at the beach you can request a security check by calling BHE during business hours at 949-363-1963 or after hours at 949-922-6779. Residents are also reminded to first call the Newport Beach Police Department at 949-644-3717 for any incident involving vandalism, trespassing, or the type of misconduct better handled by the police.
Replacement of sand on the beaches has been deferred until 2025 but will be included in the 2025 budget as the expense is substantial.
Social Committee
Summer BBQs at Larry's beach begin this month. We can’t wait to see everyone later this month at the first summer BBQ! Join us for TK Burger at Larry’s Beach on 6/27. Food will be served 5:30 - 7.

- July 9 - Pizza Party - Pizzarageous
- July 25 - Western Night - Lucille's BBQ
- August 13 - Summer Fiesta - Taco bar and mariachi band

We are proud to have been associated with Dover Shores for several years now; however, we realized that because dues are only paid once per year, many owners are unfamiliar with the many methods there are for dues payment!

Autopay through HOA – go to dovershoreshoa.org (or just email us) to secure the form to submit for auto pay with one time set up fee (however there are no recurring fees associated) and the HOA will update each time the dues change and automatically deduct the annual dues from your account.

Online payments through Zego / Paylease – here is link:

Should you wish to set up online payments which is 100% controlled by you the owner - this needs to be manually updated any time there are changes to your assessment. Please note that all convenience fees charged go to Zego as a third party.

Bill Pay Through your bank – You can provide your monthly statement to your bank for your bill pay options with them (not associated with the HOA).

Paper checks – You can enclose a paper check with your statement that is mailed out annually.
Election Reminder!
This year, the Association is utilizing a newer law which allows communities to accept a new Board of Directors by Acclamation (rather than by ballot voting). This can be done if, and only if, we do not have more candidates than we do seats available on the Board! If you are interested in running for the Board, please submit your candidacy statement by July 18, 2024.

A Message from the Board President, Tim Hawke:
Your HOA board has been working diligently to address community concerns and enhance the overall quality of life in our neighborhood with improvements to our beaches and informative communications with our fellow homeowners. We are here to listen to your feedback and address any questions or concerns you may have. Please reach out to BHE Management or your current committee members if you are interested in getting involved with the HOA or would like to serve on one of the committees. We would love to hear from you!
As we look forward to a wonderful summer, let's continue to foster a sense of belonging and a community spirit with our fellow neighbors. My wife and two daughters often walk the neighborhood and always comment on the willingness of our fellow neighbors to share smiles and greetings. They especially enjoy getting to know fellow dog owners when they walk our boxer, Piper, through the neighborhood. Best wishes for a wonderful summer with your family, friends, and neighbors.

For the foreseeable future, those wishing to attend in person can attend at the principal office of the Association which has been designated by the Board as the place of business of BHE Management, located at 30011 Ivy Glen Dr., Ste.118, Laguna Niguel, CA 92677. BHE Management will be present.
Board meetings occur bimonthly on the 3rd Tuesday. In 2024 meetings will be:

CERT – Neighborhood Watch Updates:
NBPD Animal Control

The NBPD Animal Control team consists of 5 officers led by Nick Ott. To reach Animal Control, call the NBPD non-emergency number 949-644-3717 or visit the Animal Control Web Page on the NBPD site. Their areas of responsibility include:
Animal Handling
This area includes domestic animals (dogs and cats), injured, sick or orphaned wildlife, public safety and animal rescue. If your pet becomes lost, contact animal control. If animal control finds a pet with a tag or chip, they will return your pet directly to you and will not place them in the shelter.
Bite Cases
Animal bites always involve a risk of rabies. You are legally obligated to report dog bites. Animal Control will investigate and may impose a 10-day quarantine on the dog involved, although there have been no cases of rabid dogs in the OC since the 1980s. The biggest risk of rabies is from bats. Animal Control usually finds 1-2 rabid bats per year. If you find a bat in your house, leave immediately and call Animal Control.
Dangerous dogs are also sometimes a problem. If a dog is determined to be dangerous, Animal Control will initiate a civil court order for a 3-year supervised probation. Animal control usually finds more problems with owners than dogs. Only one dangerous dog has been put down in the last 16 years.
Animal/Environmental Protection
Animal Control looks out for animal welfare including cruelty, neglect and abandonment, unlawful animal sales, and animals in parked cars. They are also responsible for municipal code enforcement such as leash law violations, dogs on beaches, and licensing. In Newport Beach, all dogs must be leashed when they are off the owner's property.
NBPD Animal Control is also responsible for environmental protection in the city. They assist state Fish and Wildlife in enforcing state codes as there are only 4 state wardens in the OC. This includes fishing limits, marine protected areas and hazardous materials investigations. Based on a tip from a resident, the NBPD recently stopped two individuals carrying large garbage bags on Santiago Drive who were suspected of being burglars. It turned out the bags were full of fish. These individuals were using Hawaiian throw nets which are illegal in most of California.
Animal Shelter

NBPD Animal Control recently opened its own animal shelter located at 20282 Riverside DR in Santa Ana Heights. This shelter was donated to Newport Beach through the efforts of the Friends of the Newport Beach Animal Shelter. The shelter often has pets to adopt and welcomes volunteers to assist in animal care. Contact the shelter at 949-718-3454 to schedule an adoption appointment. Available pets on shown on the NBPD Animal Shelter Web site.
Crime Trends
The burglars have been giving Dover Shores a break recently and have focused their attention on other areas but the risk remains high so please maintain constant vigilance. Locks, alarms and shields up! The highest risk time is early evenings, particularly Friday and Saturday. Car thefts are up, particularly for performance cars and trucks like the Dodge RAM TRX. Mail theft and distraction thefts remain a problem. Watch out for the catsup distraction.
