Here is the latest update from the Dover Shores HOA Board about what is going on in our community:
DOVER SHORES HOA GENERAL MEETING May 17, 2022:
The Dover Shores bi-monthly HOA meeting was held May 16, 2022, via Zoom.
The board has decided to offer Zoom access to future board meetings for at least the rest of the year. All meetings will use the same credentials as have been sent out each month. Board meetings are scheduled for the 3rd Tuesday, every two months with future meetings for this year on 7/18, 9/19, 11/21. The general session for homeowner participation for these meetings will start at 5PM. For the foreseeable future, those wishing to attend in person can attend at the principal office of the Association which has been designated by the Board as the place of business of BHE Management, located at 30011 Ivy Glen Dr., Ste.118, Laguna Niguel, CA 92677. BHE Management will be present.
Here is a brief overview of what took place at our Board Meeting:
- Security Cameras: The Board is in the process of discussing and evaluating the feasibility of placing security cameras at various ingress and egress locations in our community. The cameras will track license plates of vehicles entering and leaving. Similar systems have been used in other nearby communities impacted by home burglaries, and have had the support of local police departments. Possible locations of the cameras will be discussed at our next HOA meeting.

Tuesday Night BBQs will continue this summer, assuming we have enough volunteer host families. The dates are as follows: July 11, 18, 25, August 1, 8, 15, 22, and 29 – Eight Tuesdays again! And hopefully, we will also have our traditional Fiesta Party on the Sunday after Labor Day.
For those of you new to our community or those who have not attended before, here is how the Tuesday Night BBQs work: The BBQs are free to all Dover Shores residents. Each week’s BBQ is put together by Dover Shores resident volunteers who are reimbursed up to $800 for their expenses for food and non-alcoholic beverages. Usually, host families order food from one of our local restaurants, or they can be the chefs for the evening too.
Without our host family volunteers we cannot continue our Tuesday Night Beach BBQ tradition, so please help out if you can. And it’s not too early to think about volunteering to be the host of one of our Tuesday night dinners. You can join with one or more families too. If you have volunteered before, we encourage you to please do so again this year. And if you haven’t, it would be great if you could help out just one week. And now’s the best time to pick a date that works best for you while it’s still available. So, if you would like to volunteer to be a host family, please just reply back to this Newsletter, or to Tate Luesebrink who will chair the BBQs again this year. Thank you!
- North Star Beach: The Board is asking all of our Dover Shores residents for help. If you or anyone you know has any photographs of any kind which show that North Star Beach was fenced prior to 1972, please let us know. Board members have been able to obtain aerial photos, but the resolution was so unclear the Beach area could not be adequately seen. Hopefully, someone will have a photo or two of North Star Beach before 1972. If you have any such photos and can help, please let us know by responding to this Newsletter.
- The Board approved a proposal from Anchor QEA to perform an updated bathymetric survey on our back bay channels. They will then provide their depth findings to the Board along with a recommendation estimating when dredging of our waters should be carried out.

Beach News: Please note that the Association will no longer be hiring attendants at the beaches due to possible liability issues. In view of the fact the previous attendants were not certified lifeguards, but only there as a courtesy, this came down to a common sense decision by the Board.
The Board recommends that any resident having a party or large gathering consider contracting with independent lifeguards for the time period they are needed. There are several lifeguard options which can be found online.

Beach Reminders: Now that summer vacation is near, and our beaches will be used more often, here are a few reminders of common sense rules that help all of us enjoy our beaches:
* NO dogs on the beaches – whether leashed or unleashed, please remember they are never allowed.
* Please try to keep the noise at a reasonable level. Please also remember no amplified music is allowed as noise travels over to neighbors who live near the beach.
* Whether you are there relaxing or having a party, please remember to clean up any food or other trash when you leave, including closing any umbrellas you open.
* If you are having more than 16 guests, please call BHE Management to reserve a date and time for your party.
And remember – swim at your own risk and diligently watch any children that you bring. NO lifeguards are on duty.
- Re-keying the Beaches: The Board discussed distribution of new beach keys for Larry’s Beach and North Star Beach. The keys are scheduled for replacement June 12, 2023, with distribution of keys taking place at Larry’ Beach on June 3 and June 10 from 10 a.m. to 2:00 p.m. All homeowners have received a letter from BHE Management with all details. For your convenience, the letter is reprinted in full below. Please note that only homeowners current on their HOA dues will be eligible to receive a replacement key.

Swinging into Summer!!
As the May Gray dries, we can begin looking forward to summer! There are so many great things to take advantage of – and to be a part of – in Dover Shores!!
- Our beaches, of course! Bring your neighbors and friends – or meet new neighbors and friends! Thank you for being respectful of the surrounding homes as the groups get larger.
- Key Distribution – please remember that our locks for the beaches are getting changed on June 12 – we suggest you find a festive/unique key chain for that beach key, so that if someone finds one it is easy to describe the key chain and get it returned to you!
- Beach Barbecues! Our monthly beach barbecues will be back in full swing this summer. Are you willing to help with one of the barbecues? We are happy to welcome new volunteers, the cost is reimbursed by the Association, and it’s a great way to meet new neighbors.
Money Matters!
- Annual Dues - Oops! It’s June and we still have some people that have forgotten to pay their annual dues. If you need any information about the many ways to pay your dues, or if you need an extension of time, please don’t hesitate to call Management, thank you!
- Reserve Studies Coming – Did you know that the Association creates three (3) separate reserve studies each year? One for “general” reserves, one for “landscape” reserves, and one for “dredging”. This year we will also be performing a study to help us monitor when we will need to consider dredging.
- Funds are insured – with all of the craziness in the banking world, your Board is pleased to report that all of the Association’s funds are Federally insured.

CERT – NEIGHBORHOOD WATCH UPDATES:
Neighborhood Watch
Residential burglaries are up this year compared to previous years in Newport and in Dover Shores.
As of May 17th, there have been 5 burglaries in Dover Shores:
Besides burglaries, other common summer crimes include thefts from motor vehicles,
bike thefts and garage thefts. Crime prevention tips are available on the
NBPD website.
CERT
Since we no longer have beach attendants, this might be a good time to learn or refresh CPR. CPR, AED use and first aid are taught in the CERT classes. Fall classes start 9/14 (Thursday classes) and 9/30 (Saturday classes). Register here.
